OPSC OMAS Syllabus 2026: Paper I and Paper II Topics

The OPSC OMAS syllabus covers two objective General Studies papers in the written test of the Odisha Municipal Administrative Service examination, followed by a viva voce. Paper I tests general awareness: current events, history, geography, polity, economy, environment and science. Paper II tests aptitude: comprehension, reasoning, decision making, numeracy and English language skills.

OPSC names the papers in its advertisement, but a detailed topic-wise OMAS syllabus is not easy to find on its website. The topic lists below are built from the previous cycle's scheme (Advertisement No. 06 of 2022-23) and from the type of questions asked. Use them as a working checklist, not as an official list. Check the next advertisement for any change, because no new OMAS notification has been issued as of October 2026.

Key points to know

  • Both papers count for merit: Unlike some civil services prelims, Paper II marks were added to the OMAS merit total in the previous cycle, so it is not a qualifying-only paper.

  • Objective, not descriptive: Older pages sometimes call the OMAS papers descriptive. The previous cycle used objective multiple-choice papers.

  • Both papers on one day: Paper I ran in the morning and Paper II in the afternoon, so your stamina for four hours of testing matters.

  • Odisha content matters: As a state exam for municipal posts, Odisha's geography, economy and urban governance deserve more time than a national GS plan gives them.

Current events and Odisha-specific questions also tend to decide the difference between close scores.

Viva voce: is there a syllabus?

There is no fixed syllabus for the 50-mark viva voce. The board usually assesses your awareness of Odisha, your understanding of urban administration and municipal services, your graduation subject, and your personality and judgement. Prepare a short note on your background, Odisha's urban issues such as sanitation, water supply and housing, and the role of the posts you have applied for.
