UPSC Civil Services Eligibility 2027: Age, Attempts, Degree
The UPSC Civil Services eligibility rules decide whether your application is valid before a single question is marked. The Union Public Service Commission checks five conditions: nationality, age, educational qualification, number of attempts and medical standards. Some are checked only after you clear the Prelims or the Mains, so an error can surface late and still cost you the attempt.
This page explains each condition in plain terms, with tables for age relaxation and attempts, a quick check for common degree situations, worked age examples for 2027 and the mistakes that lead to cancelled candidature. Rules follow Examination Notice No. 05/2026-CSE, the latest official notice. The 2027 notice is scheduled for 13 January 2027 and will set fresh reference dates, so treat 2026 figures as the working reference until then.

Dates That Decide Your Eligibility
Several eligibility conditions are tied to a specific date in the notice, not to the date you apply or sit the exam.
Condition | Date in the 2026 notice | Expected for 2027 |
|---|---|---|
Age reference date | 1 August 2026 | 1 August 2027, if the rule is repeated |
Date-of-birth window (General) | 2 August 1994 to 1 August 2005 | 2 August 1995 to 1 August 2006, if repeated |
Closing date for applications | 24 February 2026 | 2 February 2027 (calendar) |
Proof of passing the degree | To be shown when called for the Personality Test | Same rule expected |
The 2027 column is an expectation based on the unchanged rule over recent notices. Confirm every date once the official notice is published on upsc.gov.in.
Nationality Rules by Service
Your nationality limits the services you can be allotted, not just whether you can apply.
Candidate | IAS, IFS and IPS | Other services |
|---|---|---|
Citizen of India | Eligible | Eligible |
Subject of Nepal or Bhutan | Not eligible | Eligible, with a certificate of eligibility |
Tibetan refugee who came to India before 1 January 1962 to settle permanently | Not eligible | Eligible, with a certificate of eligibility |
Person of Indian origin who migrated from Pakistan, Burma, Sri Lanka, the listed East African countries or Vietnam to settle permanently in India | Not eligible | Eligible, with a certificate of eligibility |
A candidate who needs a certificate of eligibility can sit the exam while it is pending. The offer of appointment, however, is made only after the Government of India issues it.
UPSC Civil Services Age Limit
Base Age Limit
You must have reached 21 and must not have reached 32 on the reference date, which was 1 August 2026 for the last cycle. Reaching 32 on the reference date itself makes you ineligible, so a General candidate born on 1 August 1994 could not apply for 2026.
Age Relaxation by Category
Category | Upper age relaxation |
|---|---|
Scheduled Castes and Scheduled Tribes | Up to 5 years |
Other Backward Classes eligible for reservation | Up to 3 years |
Defence personnel disabled in operations and released as a result | Up to 3 years |
Ex-servicemen, including ECOs and SSCOs with at least five years of military service, released on the conditions in the notice | Up to 5 years |
ECOs and SSCOs whose five-year assignment has been extended, with the required certificate | Up to 5 years |
Persons with Benchmark Disability | Up to 10 years |
Relaxations can be added together. An SC, ST or OBC candidate who is also an ex-serviceman or a person with benchmark disability gets both. Outside these categories, the notice allows no relaxation of the age limit.
Upper Age Limit by Category
Category | Must not have reached |
|---|---|
General and EWS | 32 years |
OBC | 35 years |
SC and ST | 37 years |
PwBD (General and EWS) | 42 years |
PwBD (OBC) | 45 years |
PwBD (SC and ST) | 47 years |
Ex-servicemen (General) | 37 years |
Ex-servicemen (OBC) | 40 years |
Ex-servicemen (SC and ST) | 42 years |
This table applies the official relaxations to the base limit of 32. It is our arithmetic, not a table printed by the Commission, so check your own case against the notice.
Accepted Proof of Date of Birth
The Commission accepts only the date of birth recorded in your Matriculation or Secondary School Leaving Certificate, or an equivalent certificate. Horoscopes, affidavits, municipal birth extracts and service records are not accepted. Make sure your registration profile matches that certificate exactly, because a date of birth once declared is not changed later.
Educational Qualification
The basic rule is simple: a graduate degree from a university established by an Act of Parliament or a State legislature, a deemed university under the UGC Act, or an equivalent qualification. There is no required subject and no minimum percentage, so graduates of any stream are on an equal footing.
Your situation | Can you apply? |
|---|---|
Graduate from a recognised university, any stream | Yes |
Graduate through distance or open learning from a recognised university | Yes, as long as the institution meets the recognition rule |
In the final year, result awaited | Yes, for the Prelims and Mains; proof of passing is needed when called for the interview |
MBBS passed, internship not finished | Yes, provisionally; proof of completing the internship is needed at the interview |
Professional or technical qualification recognised as equivalent to a degree | Yes |
Want an optional subject unrelated to your degree | Yes; the optional does not have to match your graduation subject |
Diploma only, with no degree or recognised equivalent | No |
Acceptable proof of passing includes the degree certificate, the final mark sheet or a provisional certificate issued after the result. If you are unsure whether your institution qualifies, check before applying, because the Commission's decision on eligibility is final.
Number of Attempts
Category | Attempts allowed |
|---|---|
General | 6 |
EWS | 6 |
OBC | 9 |
SC and ST | Unlimited, within the age limit |
PwBD (General, EWS and OBC) | 9 |
PwBD (SC and ST) | Unlimited, within the age limit |
What Counts as an Attempt
Sitting the Prelims counts: An attempt at the Preliminary Examination is treated as an attempt at the whole exam.
One paper is enough: Appearing in even one Prelims paper uses up an attempt.
Applying alone does not count: If you apply but do not appear, the attempt is not used.
Cancellation does not refund it: An attempt stays counted even if your candidature is later cancelled.
Age and attempts work as two separate gates. A General candidate with attempts left stops being eligible once the age limit is crossed, and an SC candidate with unlimited attempts still needs to be within the age limit.
Planning Your Attempts
For most General candidates, attempts run out before age does. Someone who first applies at 22 has about ten years of age eligibility but only six attempts. Because an attempt is used only when you sit a paper, applying and then staying away in a year you are not ready keeps that attempt for later. Before you decide, a few full-length Prelims mocks on Testkart can show whether your Paper I and CSAT scores are close to recent cut-offs.
Restrictions for Serving and Selected Officers
The 2026 notice set out these rules for candidates who already hold, or have just been allotted, a civil service.
Situation | Rule |
|---|---|
Appointed to the IAS or IFS through an earlier exam and still in service | Cannot appear in the exam |
Selected or appointed to the IPS through an earlier exam | Cannot opt for, or be allotted, the IPS again |
Allotted the IPS or a Group A service through CSE 2026 | May appear in CSE 2027 once, after taking a one-time exemption from training and joining only the Foundation Course; later exams require resigning |
Allotted a service through CSE 2025 or earlier | One chance to appear in either CSE 2026 or CSE 2027 without resigning |
A CSE 2026 selectee who neither joins training nor takes the exemption loses that allocation. If you fall into any of these groups, read the restrictions section of the 2027 notice in full before applying.
Medical and Physical Standards
Every selected candidate must meet the medical and physical standards in Appendix III of the Civil Services Examination Rules. The Government prescribes a medical examination for candidates who reach the final stage, and its outcome decides whether you can be appointed. Standards differ by service, and the IPS and other police services carry physical requirements of their own.
Candidates with benchmark disabilities can be allotted only the services identified as suitable for their category of disability. The notice lists these services along with their functional requirements, so check them before filling your service preferences.
Category Certificates You Will Need
OBC candidates: A non-creamy layer certificate in the central government format, issued within the period the notice specifies.
EWS candidates: An income and asset certificate for the financial year the notice names, issued within the permitted dates.
SC and ST candidates: A caste certificate in the prescribed format from a competent authority.
PwBD candidates: A disability certificate from a competent medical authority showing a benchmark disability.
A request to move from the unreserved category to a reserved one after applying is not accepted, and you cannot switch from one reserved category to another. A reserved-category candidate who clears every stage on the general standard can be counted against an unreserved vacancy.
Check Your Eligibility: Worked Examples
These examples assume the 2027 notice keeps 1 August 2027 as the reference date, so treat them as illustrations until the notice confirms it.
General candidate born on 1 August 1995: The candidate turns 32 on the reference date itself, which means the limit has been reached. Not eligible for 2027.
SC candidate born on 5 January 1991: On 1 August 2027 the candidate is 36 years and about 7 months old, below the SC limit of 37. Eligible, with unlimited attempts within that limit.
Final-year student born on 20 September 2006: On 1 August 2027 the student is still 20. Not eligible for 2027, but can plan for 2028 if the rule stays the same.
Common Reasons Candidature Is Cancelled
Wrong date of birth: Entering a date that does not match the Matriculation certificate.
Category certificate outside the dates: Applying with an OBC or EWS certificate issued before or after the permitted period.
No proof of degree in time: Failing to produce proof of passing when called for the interview.
Miscounted attempts: Forgetting that sitting one Prelims paper in an earlier year used an attempt.
Hoping to fix it later: The form cannot be withdrawn or corrected after submission, and a false claim can lead to action by the Commission.
Meeting the UPSC Civil Services eligibility conditions comes down to four checks: the right nationality for your target service, a recognised degree, an age within your category limit and attempts left. Verify each against the official notice and apply only through upsconline.nic.in.
