WBCS Eligibility Criteria 2026: Age Limit and Qualification

WBCS eligibility decides whether you can apply for the West Bengal Civil Service (Executive) etc. Examination, conducted by the Public Service Commission, West Bengal (WBPSC). The current cycle is the WBCS (Exe.) etc. Examination, 2025, notified through Advertisement No. 03/2025. Applications ran from 10 to 30 September 2026, and the prelims is tentatively scheduled for November 2026.

This page covers every condition in the advertisement: educational qualification, the Bengali language rule, age limit as on 1 January 2025, category-wise age relaxation, nationality, physical standards for the West Bengal Police Service and post-specific conditions. The biggest change this cycle is the higher upper age limit, so check the figures below even if you read an older guide.

Educational Qualification

You need a degree from a recognised university. The advertisement does not prescribe a minimum percentage, a particular stream or a particular subject, so graduates from arts, science, commerce, engineering, medicine, law and other disciplines are all eligible.

  • Deadline for the degree: You must hold the qualification by the closing date of submission of the application. The advertisement makes no exception for candidates awaiting results.

  • Final-year students: If your degree result was not declared by the closing date, you do not meet the condition for this cycle. You can apply in a later cycle once the result is out.

  • Recognised university: Degrees from universities recognised in India are accepted. Keep your marksheets and degree or provisional certificate ready for verification.

  • Higher degrees: A master's degree or PhD gives no extra marks or weightage. It may help if you choose your subject as the optional paper.

Bengali Language Requirement

Under Finance Department Notification No. 1243-F(P) dated 02.03.2016, candidates must be able to read, write and speak Bengali. This condition does not apply to candidates whose mother tongue is Nepali.

  • Tested at the interview: If your mother tongue is neither Bengali nor Nepali, your knowledge of Bengali is tested at the Personality Test. A poor performance in this test can lead to cancellation of your candidature.

  • Tested in the mains as well: Under the new scheme, Paper A (Bengali/Nepali, 300 marks) is a qualifying paper. You need at least 30% in it, or your other mains papers are not evaluated.

  • Post-specific rule: For the West Bengal Subordinate Land Revenue Service, Grade-I, good working knowledge of written and spoken Bengali is required. Nepali-speaking candidates are exempt but must pass a departmental Bengali examination within two years.

If Bengali is not your first language, start preparing for Paper A early. The paper is of Madhyamik standard and includes letter writing, report drafting, precis, comprehension, translation from English and a short essay.

WBCS Age Limit

Age is counted as on 1 January of the year of examination, which is 1 January 2025 for this cycle. The limits differ by group.

Group

Minimum age

Group D

44 years

Born not earlier than 2 January 1981 and not later than 1 January 2004

Keep these points in mind:

  • Aged 20 to 21: Candidates born between 2 January 2004 and 1 January 2005 are between 20 and 21 years old on the reference date, so they can apply for Group B only.

  • Proof of age: Only the date of birth recorded in your Madhyamik or equivalent certificate is accepted. No other document is accepted as proof of age.

  • Government employees: The same age limits apply whether or not you are already in government service.

  • Older limits are out of date: Earlier cycles used an upper limit of 36 years for Group A, B and C and 39 years for Group D. Older pages may still show those figures, so follow Advertisement No. 03/2025.

  • Only West Bengal categories qualify: SC, ST and OBC candidates from other states are treated as unreserved candidates and get no age relaxation.

  • No later claims: A claim to be SC, ST, OBC (Non-Creamy Layer), PwBD or a Meritorious Sportsperson is not entertained after the application is submitted.

  • Check your exact case: The advertisement does not list relaxations for ex-servicemen or government employees. If you think a separate government order applies to you, confirm it with the commission before relying on it.

Nationality, Health and Character

  • Nationality: You must be a citizen of India by birth or registration, or belong to a category of nationals declared eligible by the Government of India. Candidates in the second group need a certificate of eligibility from the government before an offer of appointment is made.

  • Health and character: You must have good health, good character and be suitable in all respects for government service.

  • Medical examination: Selected candidates appear before a Medical Board for a certificate of fitness.

  • Police verification: Antecedents are verified by the police before appointment, and an adverse report leads to cancellation of candidature.

  • Canvassing: Any attempt to seek support for your application through officials or other persons disqualifies you.

Physical Standards for West Bengal Police Service

Physical standards apply only to Group B, which is the West Bengal Police Service. Other groups have no height requirement.

Candidate

Minimum height

Male

1.65 metres

Female

1.50 metres

Height is relaxed for candidates belonging to races such as Gorkhas, Garhwalis and Assamese tribals. If you want to be considered for Group B, you must enter your height in the application form. The advertisement does not list chest, weight or running standards, but Group B candidates are assessed for their suitability for police service at the Personality Test.

Post-specific Conditions

A few services carry extra conditions that you should know before giving your preferences:

  • Assistant Canal Revenue Officer (Irrigation): The job involves work in remote areas covering many villages, with visits to Tahsil and Zilla offices, sometimes with only a cycle for transport.

  • West Bengal Junior Social Welfare Service: For homes for the blind or the deaf, a degree, diploma or certificate in training such students is essential. Others may be appointed on condition of in-service training. Male candidates are unsuitable for posts in institutions for females, and vice versa.

  • West Bengal Subordinate Land Revenue Service, Grade-I: Appointment is provisional, with six months of in-service training in survey, records of rights and revenue laws. Candidates who fail the training examination can be discharged.

Groups, Services and How to Choose

You can compete for one or more groups, but you submit only one application and must state your groups in it. You cannot change your groups later.

Common Reasons Candidates Become Ineligible

  • Degree result after the closing date: The qualification must be complete by the last date of application.

  • Wrong age calculation: Age is counted as on 1 January 2025, using only the Madhyamik date of birth.

  • Claiming relaxation as an other-state candidate: Reserved-category benefits are only for West Bengal categories.

  • Late or invalid certificates: A certificate issued after the closing date, or by an authority outside West Bengal, is not accepted for reservation.

  • More than one application: Submitting two applications can lead to cancellation.

  • Height not entered for Group B: You will not be considered for the Police Service without it.
