UPSC ESE Eligibility Criteria 2027: Age and Qualification
The UPSC ESE eligibility criteria 2027 decide who can sit for the Engineering Services Examination conducted by the Union Public Service Commission (UPSC). To apply, you need an engineering degree or an accepted equivalent, an age of 21 to 30 years as on 1 January 2027, and Indian citizenship or one of the other nationality conditions in the notification.
The ESE 2027 notification was issued on 16 September 2026, and online applications were accepted until 6 October 2026 (6 PM). UPSC checks eligibility against original documents only after a candidate qualifies for the Personality Test, so a mistake made now can cost you the seat later.

UPSC ESE Educational Qualification
The notification accepts several routes. You need to meet any one of them.
Accepted qualification | Who it usually applies to |
|---|---|
Degree in engineering from a university set up by a Central or State Act, an institution established by an Act of Parliament, or a deemed university under Section 3 of the UGC Act, 1956 | B.E. and B.Tech graduates (the most common route) |
Sections A and B of the Institution Examinations of the Institution of Engineers (India) | AMIE candidates |
Degree or diploma in engineering from a foreign university, college or institution recognised by the Government | Candidates who studied abroad |
Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India) | IETE graduate members |
Associate Membership Examination Parts II and III, or Sections A and B, of the Aeronautical Society of India | AeSI associate members |
Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London, held after November 1959 | Older UK professional qualification holders |
The notification does not set a minimum percentage or CGPA. A pass in the qualifying degree is enough.
M.Sc. Candidates: Which Posts Accept the Degree
An M.Sc. does not make you eligible for ESE in general. It is accepted only for two posts in the Electronics and Telecommunication category, and UPSC considers such candidates only for these posts.
Post | Accepted M.Sc. qualification |
|---|---|
Indian Naval Armament Service (Electronics Engineering Posts) | M.Sc. or equivalent with Wireless Communication Electronics, Radio Physics or Radio Engineering as a special subject |
Indian Radio Regulatory Service Group A | M.Sc. or equivalent with Wireless Communication Electronics, Radio Physics or Radio Engineering as a subject, or a Master's in Science with Physics and Radio Communication, Electronics or Telecommunication as a special subject |
If you apply through this route, any preferences you give for other services are ignored.
Important Note on IETE, AeSI and IE(I) Qualifications
Following a Delhi High Court judgement of 13 January 2023, degrees or certificates from the Institution of Electronics and Telecommunication Engineers (India) and the Aeronautical Society of India are not accepted for ESE 2027 if the candidate took admission after 31 May 2013. For the Institution of Engineers (India), eligibility of candidates admitted after 31 May 2013 is subject to the Government's decision in a related case.
Most competing pages do not mention this. If you hold one of these qualifications, check your admission date before you plan your preparation.
Choosing Your Engineering Discipline
You can apply in only one of the four categories. The educational clause in the 2027 notification does not tie a specific degree branch to a category. In practice, choose the discipline you studied, because Prelims Paper II and both Mains papers are written entirely in that discipline. The discipline you pick in the form cannot be changed later, and if you appear in a discipline other than the one on your e-admit card, your papers will not be evaluated.
Final-Year Students and Pending Results
Final-year students can apply. The notification allows two groups to apply provisionally:
Appeared but result awaited: Candidates who have taken the qualifying examination but have not received the result.
Yet to appear: Candidates who intend to appear at the qualifying examination.
Their admission stays provisional. After the Mains result, UPSC opens a 10-day window for candidates qualified for the Personality Test. If you did not hold the degree when you applied, you must update your details and upload proof of passing on the Common Application Form module during this window. If you miss it, you will not be allowed to appear for the interview and your candidature can be cancelled.
For ESE 2027, the Mains is on 18 June 2027, so plan your final-semester exams and result timeline with that in mind.
UPSC ESE Age Limit and Date of Birth Window
A candidate must have reached 21 years of age and must not have reached 30 years on 1 January 2027. In other words, you must be born not earlier than 2 January 1997 and not later than 1 January 2006.
Date of birth | Eligible without relaxation? |
|---|---|
1 January 2006 | Yes (just turns 21 on the reference date) |
2 January 2006 | No (below 21 on 1 January 2027) |
2 January 1997 | Yes (still 29 on 1 January 2027) |
1 January 1997 | No (turns 30 on the reference date) |
UPSC accepts only the date of birth recorded in your Matriculation or Secondary School Leaving Certificate, or an equivalent certificate. Horoscopes, affidavits, municipal birth extracts and service records are not accepted, and the date entered in the form cannot be changed later.
Category-Wise Age Relaxation
The upper age limit is relaxed for the categories below. The latest date-of-birth column is calculated from the notification's rules and the 1 January 2027 reference date.
Category | Upper age relaxation | Maximum age | Born not earlier than |
|---|---|---|---|
General and EWS | None | 30 years | 2 January 1997 |
OBC (Non-Creamy Layer) | 3 years | 33 years | 2 January 1994 |
SC/ST | 5 years | 35 years | 2 January 1992 |
PwBD (General/EWS) | 10 years | 40 years | 2 January 1987 |
PwBD (OBC) | 13 years (cumulative) | 43 years | 2 January 1984 |
PwBD (SC/ST) | 15 years (cumulative) | 45 years | 2 January 1982 |
Ex-servicemen, including ECOs/SSCOs (conditions apply) | Up to 5 years | Up to 35 years | 2 January 1992 |
Defence personnel disabled in operations and released as a result | Up to 3 years | Up to 33 years | 2 January 1994 |
SC, ST and OBC candidates who are also ex-servicemen or PwBD candidates get cumulative relaxation under both heads. Apart from the cases the notification lists, the age limits cannot be relaxed.
Conditions for Ex-Servicemen
Five years of military service: Commissioned Officers and ECOs/SSCOs must have rendered at least five years of military service as on 1 January 2027.
Manner of release: Release must be on completion of assignment (including assignments ending within one year from 1 January 2027), other than by dismissal or discharge for misconduct or inefficiency; on account of physical disability attributable to military service; or on invalidment.
Serving ECOs/SSCOs: Those who have completed an initial five years, whose assignment has been extended, are eligible if the Ministry of Defence certifies that they can apply and will be released on three months' notice on selection.
Departmental Candidates (Government Servants)
The upper age limit goes up to 35 years for government servants working in specified departments, such as CPWD, the Ministry of Railways, the Department of Telecommunications, Military Engineer Services and the Central Water Commission, when they apply for posts in their own department. You must either hold a permanent post substantively or have at least 3 years of continuous temporary regular service in that department on 1 January 2027.
A probationer does not qualify unless they hold a lien on a permanent post. If you resign or your service is terminated after applying, your candidature is cancelled. Retrenchment after applying does not affect eligibility.
Nationality
A candidate must be one of the following:
A citizen of India.
A subject of Nepal or Bhutan.
A Tibetan refugee who came to India before 1 January 1962 to settle permanently.
A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam to settle permanently in India.
Candidates in all categories other than Indian citizens need a certificate of eligibility from the Government of India. They can take the exam before it is issued, but an appointment offer is made only after the certificate is granted.
Number of Attempts in UPSC ESE
The ESE 2027 notification does not prescribe a maximum number of attempts. You can appear every year as long as you meet the age limit and other conditions. This is different from the Civil Services Examination, where attempts are capped for most categories.
Medical, Physical and PwBD Conditions
Medical examination: Every finally recommended candidate must undergo a medical examination as decided by the Department of Telecommunications, Ministry of Communications. The Medical Board's findings are final for allotment.
Physical standards: Candidates must meet the standards in Appendix II of the ESE 2027 Rules, published in the Gazette on 16 September 2026. Some services, such as those in the Railways and defence engineering, have stricter requirements.
PwBD reservation: You need a benchmark disability of 40% or more, a certificate in the prescribed format, and a disability category identified as suitable for the post. A temporary disability certificate does not qualify for reservation.
Blindness and low vision: No vacancies are identified for candidates in the blindness category, so the notification advises them not to apply. Low vision candidates should apply only for posts listed as suitable for them.
Category Certificates and Their Date Rules
Reservation and relaxation are allowed only if you hold the required certificate by the closing date of the application, 6 October 2026.
