HPPSC HPAS Eligibility 2026: Age Limit, Qualification and Relaxation

HPPSC HPAS eligibility comes down to three things: Indian citizenship, a Bachelor's degree, and an age between 21 and 35 years on the reference date. The Himachal Pradesh Public Service Commission sets these conditions for the H.P. Administrative Service Combined Competitive Examination, and for the 2026 cycle (Advertisement No. 59/8-2026) the reference date for age is 1 January 2026.

The finer rules are where candidates slip up: who gets age relaxation, which categories count only for bonafide Himachalis, what happens if your degree result is pending, and how serving HP government employees are treated. This page explains each condition in plain terms, with tables for age relaxation, post-wise rules, worked examples and a checklist of common disqualifiers. Applications for 2026 are closed, so use this page to confirm your standing for the current cycle and to plan for the next one.

Educational Qualification

Degree Requirement

You need a Bachelor's degree, or an equivalent qualification, from a university incorporated by an Act of the Central or State Legislature in India, or another institution recognised by law. Any discipline is accepted. There is no minimum percentage for the degree, so a pass degree is enough to apply.

Final-Year and Result-Awaited Candidates

Candidates who have appeared, or are going to appear, in the final degree exam may apply. Their candidature is provisional. They must submit proof of passing the degree by the time the Commission sets, usually when documents are called for the Main Examination or the Personality Test. If you cannot produce it in time, your candidature can be cancelled even if you clear the written stages.

Medical Graduates

Recent advertisements also allow candidates who have passed the final professional MBBS or equivalent exam but have not completed their internship to be admitted provisionally. They must produce a certificate of completing the internship, or of passing the degree, by the stage the advertisement specifies.

Practical Tips on Qualification

  • Keep marksheets ready: HPPSC asks for the degree certificate and year-wise or consolidated marksheets during document verification.

  • Check recognition: Distance and open university degrees are accepted only if the university and programme are recognised.

  • Name consistency: Make sure your name and date of birth match across your matriculation certificate, degree and category certificate.

HPAS Age Limit 2026

Candidates must be at least 21 years old and not more than 35 years old as on 1 January 2026. The reference date is the first day of the year in which the posts are advertised, so for a 2027 advertisement it would normally be 1 January 2027.

Age Relaxation for HPAS

Upper age relaxation is available to specific categories. Most relaxations apply only to bonafide residents of Himachal Pradesh, and some apply only where a post is actually reserved for that category.

Upper limit of 45 years

Upper limit of 42 years

Points to Note on Relaxation

  • Not for other states: SC, ST and OBC candidates from outside Himachal Pradesh are treated as unreserved and do not get age relaxation.

  • Certificates must be valid: Category certificates must be issued by the competent authority in Himachal Pradesh and be valid on the dates the advertisement specifies.

  • Government servant relaxation: This covers regular employees of the HP Government and certain HP public sector bodies, as defined in the advertisement. Contract or outsourced staff should check whether they qualify before claiming it.

  • No double benefit: Relaxations are generally not added together beyond what the rules allow; read the clause for combined categories carefully.

Post-Wise Eligibility for HPAS 2026

All posts filled through this exam share the same basic qualification and general age limit. The differences lie in the upper age limit for serving HP Government employees and in the reserved vacancies, as reported for the 2026 advertisement and its addendum.

As per the advertisement

Because some vacancies are reserved for specific groups, such as backlog posts for persons with disabilities or ex-servicemen, the posts you can actually be considered for depend on your category. Check the category-wise vacancy table in the official advertisement.

Nationality, Domicile and Reservation

Any citizen of India can apply for HPAS. You do not need to be a resident of Himachal Pradesh to apply against unreserved posts. However, reservation for SC, ST, OBC, EWS, Ex-Servicemen, Persons with Disabilities and Wards of Freedom Fighters is available only to bonafide Himachalis who hold the required certificates.

Candidate type

Can apply?

Reservation and age relaxation

Bonafide Himachali, unreserved

Yes

No relaxation (unless HP Government employee)

Bonafide Himachali, reserved category with valid certificate

Yes

Reservation and relaxation as per rules

Candidate from another state, any category

Yes, against unreserved posts

No reservation, no category relaxation

Other Conditions

  • Knowledge of Himachal Pradesh: The service rules list knowledge of the customs, manners and dialects of Himachal Pradesh. This is examined during the Personality Test, so candidates from outside the state should prepare for it.

  • Optional subject choice: You select one Mains optional subject in the application form. It cannot be changed later, and you are not required to have studied it at graduation.

  • Number of attempts: Recent HPAS advertisements do not mention a fixed limit on attempts, so the upper age limit is what effectively caps them. Confirm this in the current advertisement.

  • Medical fitness: Selected candidates are appointed subject to the medical examination and character verification required under the service rules.

  • Government employees: Serving employees should follow their department's rules on informing or seeking permission from the employer.

Eligibility Examples

These simple cases show how the rules work. They are illustrations only; your own case depends on your certificates and the exact wording of the advertisement.

Who Is Not Eligible

  • No degree by the deadline: Final-year candidates who fail to produce proof of passing by the date the Commission sets.

  • Wrong category claim: Claiming a reserved category without a valid HP certificate, or claiming relaxation as a non-Himachali.

  • Fee not paid: Applications without the fee paid by the last date are rejected.

  • Mismatch in documents: Date of birth or name differs between the online form and the matriculation certificate.

  • Unfair means: Any candidate found guilty of misconduct or impersonation can be debarred from HPPSC exams.
