HPPSC HPAS Syllabus 2026: Prelims and Mains Topic-Wise Guide
The HPPSC HPAS syllabus covers two objective Prelims papers, eight descriptive Mains papers and a Personality Test. The Himachal Pradesh Public Service Commission sets it for the H.P. Administrative Service Combined Competitive Examination, and the 2026 cycle (Advertisement No. 59/8-2026) follows the same scheme as recent years. What makes this exam different from other civil services exams is the weight given to Himachal Pradesh: its history, geography, economy, culture and administration appear in Prelims, in every Mains GS paper and at the interview.
This guide breaks the syllabus into a working checklist for each paper, shows where Prelims and Mains overlap, and ends with a phased plan to cover it. The topic lists are summarised from the official scheme of examination; for the exact wording of every unit, keep the syllabus annexure of the official advertisement open alongside this page.

Key Points to Know Before You Start
Himachal Pradesh runs through every paper: HP history, geography, polity, economy and culture are not a single chapter. Expect them in Prelims Paper I and in all three Mains GS papers.
Prelims marks do not count in final merit: They only decide who reaches Mains, so the aim is a safe score, not a perfect one.
Paper II is qualifying but not optional: You must score at least 33% in the Aptitude Test or your GS paper is not evaluated for the Mains list.
English and Hindi are qualifying papers: They need 40% each. Many candidates underestimate the Hindi translation and composition questions.
The optional is locked at application: The optional subject chosen in the online form cannot be changed later.
Older pages may show the earlier pattern: Some sites still describe four GS papers or a different optional mark split. Follow the scheme printed in the current advertisement.
HPAS Prelims Syllabus: Paper I General Studies
Paper I decides your place in the Mains shortlist, so this is where most Prelims effort should go. The official syllabus lists broad areas rather than chapters, so the "Start with" column below suggests a practical order.
Section | Topics to cover | Start with |
|---|---|---|
Himachal Pradesh | History, geography, polity, art and culture, and socio-economic development of HP | HP statehood timeline, districts, rivers and passes, fairs and festivals, state schemes |
Current events | Events of national and international importance | Last 12 months of national news, HP budget and Economic Survey highlights |
History of India and national movement | Ancient, medieval and modern India; Indian National Movement | Modern India and the freedom struggle |
Indian and world geography | Physical, social and economic geography of India and the world | Indian physiography, climate, soils, drainage |
Indian polity and governance | Constitution, political system, Panchayati Raj, public policy, rights issues | Fundamental Rights, DPSP, Parliament, 73rd and 74th Amendments |
Economic and social development | Sustainable development, poverty, inclusion, demographics, social sector initiatives | Basic economy concepts, budget terms, flagship schemes |
Environment | Environmental ecology, biodiversity and climate change | Protected areas of HP, climate agreements, biodiversity basics |
General science | Everyday science, health, technology developments | NCERT science basics, recent space and health news |
Himachal-specific questions form a meaningful part of Paper I and are often what separate selected candidates from the rest. Polity, modern history and current affairs are the other high-return areas, because they are also the base of Mains GS.
HPAS Prelims Syllabus: Paper II Aptitude Test
The Aptitude Test is qualifying at 33%, but with one-third negative marking a careless attempt can still pull you below the line. The topics are pitched at roughly Class X level.

Interpersonal and communication skills | Situation-based questions on communication and behaviour | Previous year questions to learn the expected answer logic |

Decision making and problem solving | Administrative and ethical situations | Practice sets with explained answers |

HPAS Mains Syllabus: Language and Essay Papers
Paper I: English (Qualifying)
Part | What is tested |
|---|---|

Usage and vocabulary | Idioms, phrases, word meanings and word usage |
Composition | Letter, application, report and note writing |

Composition: Idioms, sentence correction and other grammar-based questions in Devanagari script.
Paper III: Essay
Candidates write two essays, one from each section of the paper. Topics usually come from current affairs, socio-political and socio-economic issues, history and culture, and reflective or philosophical themes. Himachal-related themes such as hill development, tourism, disasters and climate change are worth preparing.
HPAS Mains Syllabus: General Studies Papers
Each GS paper carries 200 marks and is divided into three units. The summary below lists the main areas of each unit; check the official annexure for the full wording.
General Studies Paper I (Paper IV)
Unit | Main areas |
|---|---|
Unit I: History and culture | Indian art, literature and architecture; modern Indian history and the freedom struggle; world history topics such as the Industrial Revolution, world wars, decolonisation and nationalism; history, culture and freedom movement of Himachal Pradesh |
Unit II: Geography and disaster management | Physical and human geography of India and Himachal Pradesh; natural resources; disaster management and disaster risk reduction in India and HP |
Unit III: Society | Indian society and social institutions; women empowerment; social justice; public service values; Gandhian thought; social issues of Himachal Pradesh |
General Studies Paper II (Paper V)
Unit | Main areas |
|---|---|
Unit I: Constitution and polity | Indian Constitution, Parliament and state legislatures, judiciary, federal structure, Representation of the People Act, constitutional bodies |
Unit II: Governance | Public service delivery, local government, NGOs and self-help groups, social welfare schemes, transparency and accountability |
Unit III: International relations and HP administration | India's foreign policy and key bilateral and multilateral relations; administrative structure, reforms and governance issues of Himachal Pradesh |
General Studies Paper III (Paper VI)
Unit | Main areas |
|---|---|
Unit I: Economy | Indian economy, planning, monetary and fiscal policy, foreign trade, economy of Himachal Pradesh |
Unit II: Science, technology and energy | Recent developments in science and technology, IT, energy resources, non-conventional energy and hydropower, sustainable development |
Unit III: Environment, agriculture and tourism | Biodiversity and environmental policy; agriculture and horticulture; tourism policy and tourism in Himachal Pradesh |
Notice how each paper ends with a Himachal angle. A Mains answer on hydropower, horticulture or disaster management that brings in HP examples, schemes and data usually reads stronger than a purely national answer.
HPAS Optional Subjects
Candidates choose one optional subject, which has two papers of 100 marks each. The list for recent cycles has 31 subjects:

Languages and literature | Hindi, Sanskrit, Urdu, English Literature |

Overlap Between Prelims and Mains
Area | Prelims | Mains | How to plan |
|---|---|---|---|
Himachal Pradesh | Facts, places, dates, schemes | Analysis in all three GS papers and the essay | Make one HP notebook and add data and examples for answers |
Polity and governance | Articles, bodies, amendments | GS II analysis of institutions and governance | Learn facts once, then add a "why it matters" line |
History and culture | Events and personalities | GS I themes and essay material | Use timelines for Prelims and theme notes for Mains |
Economy and environment | Concepts and current schemes | GS III answers with HP examples | Keep HP Economic Survey figures handy |
Personality Test: Is There a Syllabus?
There is no written syllabus for the 150-mark Personality Test. The board assesses suitability for administration, mental alertness, balance of judgement, social and leadership qualities, and knowledge of Himachal Pradesh's customs, manners and dialects. Your application form, graduation subject, home district and current affairs are the usual starting points for questions.
How to Cover the HPAS Syllabus
Weeks 1 to 8: Build basics in polity, modern history, Indian geography and economy, and start your Himachal Pradesh notebook. Read the news for 30 to 40 minutes daily.
Weeks 3 to 10: Add Aptitude practice three days a week, with comprehension and numeracy first.
Weeks 6 to 12: Take topic-wise and sectional tests, especially on HP GK. Solve previous year Prelims papers to understand the question style.
Final phase before Prelims: Full-length timed papers for both GS and Aptitude, same-day analysis and revision from an error log.
After Prelims: Shift to answer writing, the optional subject and the English and Hindi papers.
