JPSC Civil Services Eligibility 2025: Age and Qualification
JPSC Civil Services eligibility decides who can apply for the Jharkhand Combined Civil Services Examination, conducted by the Jharkhand Public Service Commission (JPSC). The basic rules are simple: Indian citizenship, a graduation degree and an age between 21 and 35 years for unreserved candidates, with relaxations for reserved categories, women and persons with disabilities.
The details are where candidates slip up. For the 2025 cycle (Advertisement No. 01/2026), a corrigendum changed the age reference dates, and reservation benefits depend on Jharkhand-specific certificates. This page explains each condition, shows the age limits by category, lists the documents checked at the mains stage and flags the mistakes that lead to rejection.
JPSC Eligibility at a Glance
Criterion | Requirement (2025 cycle) |
|---|---|
Nationality | Citizen of India |
Qualification | Bachelor's degree in any discipline from a recognised university |
Minimum age | 21 years as on 1 August 2026 |
Maximum age | 35 years for unreserved male candidates, as on 1 August 2022 (revised for this cycle) |
Age relaxation | BC and EBC 2 years, women (unreserved, BC, EBC) 3 years, SC and ST 5 years, PwBD 10 years |
Attempts | No limit within the age limit (as in previous cycles) |
Reservation | Only for candidates who qualify under Jharkhand's reservation rules |
Nationality and Reservation Status
Any Indian citizen who meets the age and education conditions can apply. You do not need to be a resident of Jharkhand to sit for the exam.
Reservation is a different matter. The SC, ST, EBC (Annexure I), BC (Annexure II) and EWS categories, and the relaxations that come with them, apply to candidates covered by Jharkhand's reservation law and holding certificates issued under the state's rules. Candidates from other states apply in the unreserved category, whatever their category in their home state.
Caste certificates: The 2025 mains notice asked for SC, ST, EWS, EBC-I and BC-II certificates in the format prescribed by the state government's 2019 guidelines.
Local residence: A local residence certificate is required where the advertisement makes it a condition for a benefit.
Horizontal reservation: Women, persons with benchmark disability and ex-servicemen have separate provisions; you need the matching certificate for each claim.
If you claim a category you cannot prove with the right certificate, you can be moved to the unreserved list or disqualified at the document stage.
Educational Qualification
Candidates must hold a bachelor's degree from a university established by a Central or State Act, an institution established by an Act of Parliament, or a deemed university under Section 3 of the UGC Act, 1956.
Any discipline: Arts, science, commerce, engineering, agriculture and other streams are all accepted.
No minimum percentage: The rules do not set a minimum aggregate in graduation.
Cut-off date: The degree must be complete by the date set in the advertisement. Final-year students should read that clause carefully before applying, because a result declared after the cut-off date can make the application invalid.
Foreign and distance degrees: These are accepted only if recognised by the relevant Indian authorities. Keep the recognition proof ready.
Your degree certificate and marksheets are checked when you submit documents after the prelims, so the dates on them matter.
JPSC Civil Services Age Limit
Under the examination rules, a candidate must be at least 21 and must not have reached 35 years (unreserved male) on the reference date. The rules amended in 2023 fix the reference date for the upper limit as 1 August of the year the advertisement is published.
For the 2025 cycle, the state allowed a one-time change. A corrigendum dated 21 February 2026 set the reference dates as follows, for all categories and for this examination only.
Limit | Age | Counted as on |
|---|---|---|
Minimum age | 21 years | 1 August 2026 |
Maximum age (unreserved male) | 35 years | 1 August 2022 |
Moving the upper reference date back to 2022 effectively gave older candidates about four extra years for this cycle. After the corrigendum, JPSC reopened applications from 26 February to 9 March 2026 so that newly eligible candidates could apply.
Future cycles may not repeat this change. Unless the next advertisement says otherwise, expect the upper age to be counted as on 1 August of the advertisement year.
Age Relaxation by Category
Category | Upper age relaxation | Maximum age |
|---|---|---|
Unreserved (male) | None | 35 years |
EWS (male) | None | 35 years |
BC and EBC (male) | 2 years | 37 years |
Female (unreserved, EWS, BC, EBC) | 3 years | 38 years |
SC and ST (male and female) | 5 years | 40 years |
Persons with benchmark disability | 10 years over the category limit | Category limit plus 10 years |
Ex-servicemen | As per state rules | Check the advertisement |
The relaxations are commonly reported in these terms; confirm the EWS female limit and the ex-servicemen rule in the advertisement. Relaxations within a category do not normally add up, so a woman in the SC category has a limit of 40 years, not 43.
Date-of-birth window for the 2025 cycle
Working from the corrigendum dates, the indicative date-of-birth windows are:
Unreserved male: born on or after 2 August 1987 and on or before 1 August 2005.
BC and EBC male: born on or after 2 August 1985.
Female (unreserved, BC, EBC): born on or after 2 August 1984.
SC and ST: born on or after 2 August 1982.
These windows are worked out from the published reference dates and are not an official table. Check them against the advertisement and corrigendum before you apply.
Applications allowed under court orders
In the 2025 cycle, the Jharkhand High Court directed JPSC to open special application windows for some petitioners, including candidates seeking age relaxation. JPSC accepted those applications subject to the final outcome of the cases. If you apply under any such order, your candidature depends on the court's final decision, so keep copies of the order and your application.
A worked example
Take a woman candidate in the BC category, born on 15 March 1985, who completed her graduation in 2008. Her category limit is 38 years. On the upper reference date of 1 August 2022 she was 37, so she is within the limit for the 2025 cycle. She is well above the minimum of 21 years on 1 August 2026, and her degree was complete long before the cut-off date. She is eligible, provided she holds a valid BC certificate in the Jharkhand format; without it she would be treated as unreserved, where the limit for women is also 38 years.
Number of Attempts
JPSC has not set an attempt limit in recent cycles. You can appear as many times as you like while you are within the age limit and hold the required degree. Because the Commission does not hold the exam every year, many candidates get only a few real chances, so plan each attempt seriously.
Other Conditions
Government employees: Serving employees can apply but must produce a no objection certificate (NOC) from their controlling officer when asked, as the 2025 mains notice required.
Physical and medical fitness: Selected candidates must meet the medical standards for the service allotted. Police service posts may have additional physical standards; check the advertisement.
Character: Candidates must have good character and no disqualifying criminal record.
Language ability: There is no separate language condition for applying, but mains Paper I tests Hindi and English and must be cleared, and Paper II requires one of 15 listed languages.
Fair conduct: The Jharkhand Competitive Examination (Measures for Prevention and Remedy of Unfair Means in Recruitment) Act, 2023 applies. Unfair means can lead to debarment and prosecution.
Documents Checked After the Prelims
JPSC verifies eligibility in detail only after the prelims, when candidates fill the mains application. For the 2025 cycle, candidates had to apply online from 3 to 9 July 2026 and send a hard copy with documents by 14 July 2026. The notice listed these documents.
Document | Who needs it |
|---|---|
Educational qualification certificates and marksheets | All candidates |
Proof of date of birth | All candidates |
Caste certificate (SC, ST, EBC-I, BC-II) or EWS certificate | Candidates claiming reservation |
Local residence certificate | Where required for a claimed benefit |
Disability certificate and medical certificate | PwBD candidates |
Ex-servicemen documents | Ex-servicemen |
NOC from controlling officer | Government employees |
False or incorrect information, or failure to submit documents on time, can lead to disqualification. Arrange certificates well before the prelims result, because the mains window is short.
How Eligibility Is Verified at Each Stage
Being allowed to sit the prelims does not mean JPSC has accepted your eligibility. Admission to each stage is provisional until documents are checked.
Stage | What happens |
|---|---|
Online application | You declare your details; the system does not verify certificates |
Prelims | Admission is provisional, based on your declaration |
Mains application | You upload certificates and send a hard copy with documents |
Interview and final selection | Original documents are checked before the final result and appointment |
A wrong claim found at a late stage can cancel your candidature even after you have cleared the written exams, so fill the application form with the same care you give the exam.
Backlog cycles
JPSC also runs backlog recruitments under the same rules, such as Advt. No. 05/2026 (Backlog 2025) and Advt. No. 06/2026 (Backlog 2023). Each has its own advertisement, vacancies and dates. Read the eligibility clause of each advertisement separately, because reference dates and reservation details can differ from the regular cycle.
Who Is Not Eligible: Common Mistakes
Degree not complete by the cut-off date: Results declared later than the advertisement allows make you ineligible, even if you clear the prelims.
Wrong category claim: Claiming BC or SC status from another state, or holding a certificate in the wrong format, leads to rejection of the claim.
Age miscalculated: Using the wrong reference date is common, especially in a cycle where the dates were revised.
Mismatched details: Name or date of birth that differs between the application and certificates causes problems at verification.
Missed hard copy: Not sending the printed mains application and documents by the deadline.
Expired or outdated certificates: Some certificates, such as EWS certificates, are tied to a financial year. Check that yours is valid for the period the advertisement specifies.
Application Fee in Brief
Category | Fee |
|---|---|
Unreserved, BC, EBC and EWS | Rs. 100 plus bank charges |
SC and ST of Jharkhand | Rs. 50 plus bank charges |
These are the fees reported for the 2025 cycle. Applications are filed online through One Time Registration linked from the official website. Dates and the full application process are covered on the JPSC Civil Services exam overview page.
