KVS Stenographer Exam Pattern 2026: Tier 1, Tier 2 and Skill Test
The KVS Stenographer exam pattern has three stages: a Tier 1 screening test, a Tier 2 subject knowledge test that decides merit, and a qualifying skill test. This structure comes from Recruitment Notification 01/2025, under which CBSE conducted the exam for Kendriya Vidyalaya Sangathan. No newer notification has been released as of October 2026, so this is the pattern to prepare for.
The pattern matters for how you spend your time. Tier 1 has heavy negative marking but does not count in the final merit. Tier 2 marks decide your rank, and the skill test is pass or fail. This page explains each stage, the marking rules, and what they mean for your strategy.

KVS Stenographer Tier 2 Exam Pattern
Section | Questions | Marks |
|---|---|---|
Objective | 60 | 60 |
Descriptive | 10 | 40 |
Total (2 hours 30 minutes) | 70 | 100 |
Tier 2 tests subject knowledge for the post, using a mix of OMR and pen-and-paper answers. The paper is bilingual (Hindi and English), and there is no separate time limit for each part.
Marking Scheme and Negative Marking
Stage | Marks per correct answer | Deduction per wrong answer | Unanswered |
|---|---|---|---|
Tier 1 | 3 | 1 | 0 |
Tier 2 (objective) | 1 | 0.25 | 0 |
In Tier 1, marking more than one option on the OMR sheet counts as a wrong answer. There is no re-evaluation of OMR sheets.
What the Pattern Means for You
A wrong guess costs a third of a question in Tier 1: With 3 marks for a correct answer and 1 deducted for a wrong one, random guessing among four options gains nothing on average. Guess only when you can rule out at least one option.
Tier 1 is a gate, not a score: It does not count in the final merit, so aim for a safe margin rather than a perfect score.
The descriptive part carries 40 percent of Tier 2: Ten descriptive questions are worth 4 marks each on average, compared with 1 mark for an objective question. Give them real practice time.
Skill can undo a good written score: Missing the shorthand, typing or CPT standard ends your candidature, whatever your Tier 2 marks.
KVS Stenographer Skill Test
Candidates are shortlisted for the skill test at 1:5 of the vacancies from Tier 2, including ties. The tests are held on computer.
Test | Grade II | Grade I |
|---|---|---|
Shorthand dictation | 10 minutes at 80 words per minute | 10 minutes at 100 words per minute |
Transcription | 50 minutes (English) or 65 minutes (Hindi) | 50 minutes (English) or 65 minutes (Hindi) |
Typing | 40 words per minute (English) or 35 (Hindi) | 45 words per minute (English or Hindi) |
Computer Proficiency Test | 100 marks, minimum 40 percent | 100 marks, minimum 40 percent |
The CPT is bilingual and covers MS Word, Excel, Access, PowerPoint and the internet. No extra time is given in the skill test. There is no interview for Stenographer posts.
Final Merit Calculation
The merit list is prepared only on Tier 2 marks, for candidates who qualify every part of the skill test. Tier 1 marks are not added.
For example, suppose two Grade II candidates both clear the skill test. Candidate A scored 240 in Tier 1 and 68 in Tier 2, and candidate B scored 200 in Tier 1 and 71 in Tier 2. Candidate B ranks higher, because only the Tier 2 marks count.
Time Management and Exam-Day Strategy
Tier 1 order: Start with the parts you score fastest in, often computer literacy and GK, then move to reasoning and numeric ability. Keep about 10 minutes to check OMR bubbling.
Tier 2 split: Plan roughly 60 minutes for the objective section and 80 to 90 minutes for the descriptive section, adjusting to the official question types.
Skill test: Practise dictation at slightly above the target speed so that the real test feels comfortable, and proofread transcription for spelling and punctuation.
