Educational Qualification by Post
You must hold the essential qualification on the closing date of the online application. A result that arrives after that date does not count, so final-year students should check the dates carefully before applying.
Junior Assistant
Class 12 pass: Senior Secondary Examination from a board or university recognised by the Central or State Government, a UT administration or an educational authority.
Computer proficiency: Working knowledge of computers and basic software packages such as Windows, network operating systems and LAN-based working.
Qualifying exam: You must clear the exam prescribed by NBEMS, which is the CBT and the Computer Knowledge/Skill Test.
Stenographer
Class 12 pass: Senior Secondary (12th of the 10+2 system).
Steno skill: Shorthand and typing speed of 80/30 words per minute.
Skill test: You must appear and qualify in the General English, shorthand and typewriting test conducted by NBEMS.
Desirable: Two years of experience as a stenographer in a government office, PSU or autonomous body, and the ability to do word processing on a computer.
Junior Accountant
Degree: Bachelor's degree with Mathematics or Statistics, or a degree in Commerce, from a recognised university.
Qualifying exam: You must clear the exam prescribed by NBEMS.
Desirable: Three years of experience handling accounts in a government institution, with knowledge of computer-based accounting.
Junior Programmer
Candidates need a B.Tech, BE or BCA, a DOEACC B or C level certificate, or a degree in Computer Science, IT or Electronics with specialisation in computers, or an equivalent qualification. The scheme of the exam for this post is notified separately.
Deputy Director (Medical)
Candidates need a recognised postgraduate medical qualification approved under the Medical Council Act, 1956. Training in medical education technology, or knowledge of modern evaluation techniques such as framing MCQs and MEQs and analysing candidate performance, is listed as desirable.
NBEMS Age Limit and Crucial Date
For direct recruitment, you must be at least 18 years old and must not have reached the upper age limit of your post on the closing date of the online application. The wording of each limit matters:
Below 27 years (Junior Assistant, Junior Accountant, Junior Programmer): You must not have turned 27 on or before the closing date.
18 to 27 years (Stenographer): You must be at least 18 and within 27 years on the closing date.
Not exceeding 35 years (Deputy Director (Medical)): You can be 35, but not older, on the closing date.
Your date of birth is taken from your Class 10 (High School) certificate or equivalent, and NBEMS does not accept requests to change it later. For example, a general category candidate born on 1 August 1999 was still below 27 on 31 July 2026, while one born on 1 July 1999 had already turned 27 by then.
Which closing date applies in 2026
The original notification listed 20 July 2026 as both the last date to apply and the crucial date for eligibility. NBEMS later revised the application window to 7 to 31 July 2026 through a corrigendum, which kept all other terms unchanged. Because the notification ties age and qualification to the closing date of the application, candidates near the age boundary should confirm the applicable date in the official corrigendum on the NBEMS website.
Age Relaxation by Category
The upper age limit is relaxed as per Government of India orders. The table below reproduces the relaxations listed in the 2026 notification.
Category | Upper age relaxation |

In practice, an OBC candidate applying for Junior Assistant must be below 30 years, and an SC or ST candidate must be below 32 years. EWS candidates do not get an age relaxation in the notification.
Category-wise Vacancies and PwBD Rules
Vertical reservation applies for SC, ST, OBC and EWS, and horizontal reservation applies for PwBD and Ex-Servicemen, as per Government of India orders.
Post | UR | OBC | SC | ST | EWS | Total |
|---|---|---|---|---|---|---|
Deputy Director (Medical) | 1 | - | - | 1 | - | 2 |
Junior Programmer | 1 | - | - | - | - | 1 |
Junior Accountant | 2 | 1 | - | - | 1 | 4 |
Stenographer | 4 | 2 | - | 1 | - | 7 |
Junior Assistant | 20 | 6 | 7 | 3 | 3 | 39 |
Total | 28 | 9 | 7 | 5 | 4 | 53 |
The three ST vacancies for Junior Assistant include one backlog vacancy. Within the Junior Assistant posts, two vacancies are earmarked for PwBD candidates and three for Ex-Servicemen, and one Deputy Director (Medical) vacancy is earmarked for PwBD.
Benchmark disability: Only candidates with at least 40% of the relevant disability qualify for PwBD reservation, backed by a certificate from the competent authority.
Identified disabilities for Junior Assistant: Blindness and low vision, deaf and hard of hearing, locomotor disability (including cerebral palsy, dwarfism and acid attack victims), autism spectrum disorder, specific learning disability, mental illness and multiple disabilities.
Category must be stated: PwBD applicants must also declare whether they belong to SC, ST, OBC, EWS or UR.
Exam support: On request, PwBD candidates get a scribe or compensatory time of 20 minutes per hour. The scribe must not hold a qualification higher than the minimum required for the exam.
Nationality and Other Conditions
Nationality: Applications are open to Indian citizens and other categories of candidates recognised by the Government of India.
Physical fitness: You must be in good mental and bodily health. Selected candidates undergo a medical examination and submit a physical fitness certificate before appointment.
Character: Your character must make you suitable for government service. Anyone dismissed by the Union or a State Government, a local authority or a government corporation is not eligible.
Marital status: A man with more than one living wife, or a woman married to a man who already has a living wife, is not eligible unless the appointing authority grants an exemption.
Serving employees: Candidates working in Central or State Government, PSUs or government-run organisations must apply online and produce a No Objection Certificate at document verification. Without it, the candidature is cancelled.
Criminal proceedings: You must disclose any criminal case or FIR against you. Hiding it leads to disqualification.
Ex-Servicemen re-employed: Those already holding a regular Group C or D civil post through ESM reservation cannot claim ESM reservation or fee exemption again, unless they gave the self-declaration required by DoPT rules when they joined.
Service Bond and Probation
This condition is easy to overlook. Selected candidates must sign a penalty bond to serve NBEMS for a minimum continuous period of two years, which coincides with the probation period.
If you resign or withdraw before completing two years, you must pay three months of your last drawn salary as liquidated damages. NBEMS has also said that further details of a service bond may be communicated through a corrigendum, so read every notice issued after the main advertisement.
Who Is Not Eligible
Over-age candidates: Anyone who has crossed the upper age limit on the closing date, after applying any relaxation they are entitled to.
Incomplete qualification: Candidates whose final result or degree was not declared by the closing date.
Stenographer applicants without the skill: Candidates who cannot meet the 80/30 words per minute standard in the skill test.
Wrong subject combination: Junior Accountant applicants whose degree has neither Mathematics nor Statistics and is not a Commerce degree.
False information: Anyone found to have given wrong or incomplete details. Allowing a candidate to sit the exam does not mean NBEMS has verified eligibility, and candidature can be cancelled at any stage, even after appointment.
