UPSC EPFO Eligibility 2026: Age Limit, Qualification and More

Before you plan months of preparation, it is worth confirming that you meet the UPSC EPFO eligibility rules for the current cycle. The Union Public Service Commission (UPSC) recruits officers for the Employees' Provident Fund Organisation (EPFO), and for 2026 it has advertised 80 posts of Assistant Provident Fund Commissioner (APFC) under Special Advertisement No. 52/2026. The Recruitment Test is scheduled for 20 December 2026.

This page explains every condition in plain terms: nationality, educational qualification, age limit, category-wise relaxations and the documents that prove them. Two dates matter most. Your age and qualification are judged as on the closing date of the application, and the date of birth you entered in the form cannot be changed later. We also cover the EO/AO rules from the last cycle, since EO/AO posts were not advertised in 2026.

Nationality

You must be one of the following to apply:

  • A citizen of India: No additional certificate is needed.

  • A subject of Nepal or Bhutan: Eligible, subject to a certificate of eligibility from the Government of India.

  • A Tibetan refugee: Eligible if you came to India before 1 January 1962 with the intention of settling permanently, subject to the eligibility certificate.

  • A person of Indian origin: Eligible if you migrated from certain specified countries with the intention of settling permanently in India, subject to the eligibility certificate.

For candidates in the last three groups, the appointment depends on the Government of India issuing the eligibility certificate, so start that process early.

Educational Qualification

The qualification rule for APFC is broad, so most graduates clear this condition easily. The detail to watch is the date by which you must hold the degree.

Essential qualification

You need a degree from a recognised university or an equivalent qualification. The advertisement does not restrict the discipline, so graduates in arts, commerce, science, engineering, law or management can all apply. There is no minimum percentage.

Desirable qualification

A diploma in Company Law, Labour Laws or Public Administration is listed as desirable. It is not compulsory, and the absence of a diploma does not make you ineligible. Desirable qualifications may be considered if UPSC needs to shortlist candidates, so mention any such diploma correctly in your application.

By when must you hold the degree?

Eligibility is judged on the closing date. You must have completed your degree by that date. The advertisement makes no provision for final-year or result-awaited candidates, so if your degree result had not been declared by the closing date, you should not treat yourself as eligible for this cycle.

UPSC may relax qualifications for otherwise well-qualified candidates at its discretion, with reasons recorded in writing. This is an exception the Commission applies, not a route candidates can request.

Age Limit

Age is calculated as on the closing date of the application. The advertisement prescribes an upper limit only; it does not state a separate minimum age.

Category

Upper age limit (APFC 2026)

UR / EWS

35 years

OBC (non-creamy layer)

38 years

SC / ST

40 years

Your date of birth is taken from the matriculation or Class 10 certificate (or mark sheet) issued by a Central or State Board. The date of birth you enter in the online application is treated as final, and UPSC does not accept requests to change it later. Check it against your certificate before you submit.

Age Relaxation by Category

The table below lists every relaxation in the advertisement. The OBC and SC/ST rows are how the limits of 38 and 40 years in the previous table are reached, so do not add them again. The other rows apply subject to the conditions in the advertisement.

Category

Upper age relaxation

OBC

3 years

SC / ST

5 years

PwBD (40% or more disability)

10 years (13 years for OBC PwBD, 15 years for SC/ST PwBD), up to a maximum age of 56 years

Ex-servicemen

5 years, subject to length of service and release conditions

Central Government / UT employees

Up to 5 years (up to 8 years for OBC and 10 years for SC/ST), subject to conditions

EPFO employees

Up to 5 years

How relaxation works in practice

  • Relaxations are not always cumulative: Category relaxations stack only where the advertisement allows it, as in the PwBD and government-employee rows. Read the conditions for your exact case before relying on a combined figure.

  • Proof is required: Each relaxation needs the matching certificate in the prescribed format, such as an OBC non-creamy layer certificate, a disability certificate or a service certificate.

  • EWS has no extra age relaxation: EWS candidates follow the same 35-year limit as UR candidates.

A worked example

An OBC (non-creamy layer) candidate who is also a person with benchmark disability gets 13 years over the UR limit of 35, which means an upper limit of 48 years. A UR candidate with benchmark disability gets 10 years, an upper limit of 45 years. In every case, the age is checked as on the crucial date.

PwBD Eligibility and Reserved Posts

Three of the 80 posts are reserved for persons with benchmark disabilities, one each for:

  • Blindness and low vision

  • Deaf and hard of hearing

  • Locomotor disability

A benchmark disability means 40% or more of the specified disability, supported by a valid certificate. Eligible PwBD candidates can get compensatory time of 20 minutes per hour in the RT and a scribe, as per the advertisement's conditions. PwBD candidates are also exempt from the application fee.

Experience, Attempts and Other Conditions

  • Experience: No work experience is required for APFC. Freshers who hold a degree by the closing date can apply.

  • Number of attempts: The advertisement does not mention any limit on attempts. As long as you meet the age and qualification rules in a given cycle, you can apply.

  • OBC creamy layer: OBC candidates must declare that they do not belong to the creamy layer on the crucial date and must hold a valid OBC community certificate. Candidates in the creamy layer cannot claim OBC reservation or OBC age relaxation.

  • Service conditions: The APFC post carries All India Service liability with headquarters in New Delhi, and a one-year probation. Apply only if you can accept a posting anywhere in India.

EO/AO Eligibility: What the Last Cycle Required

EO/AO (Enforcement Officer/Accounts Officer) posts were not part of the 2026 advertisement. If you are preparing for a future EO/AO cycle, the 2025 notification is the most recent reference. Treat the table below as a guide only, since the next notification may change the rules.

Criterion

EO/AO (2025 cycle)

APFC (2026 cycle)

Upper age limit (UR)

30 years

35 years

Essential qualification

Bachelor's degree in any discipline

Degree from a recognised university

Desirable qualification

Experience in administration, accounts or legal matters, or a law, management or professional accounting qualification (as reported for 2025)

Diploma in Company Law, Labour Laws or Public Administration

Pay level

Level 8

Level 10

The biggest practical difference is age. A UR candidate who has crossed 30 is outside the last EO/AO limit but can still be eligible for APFC up to 35.

Who Is Not Eligible

Watch for these avoidable issues. You are not eligible, or your candidature may be cancelled, if:

  • Your degree was not complete by the closing date: A provisional result declared after that date does not count for this cycle.

  • You cross the age limit: This applies on the crucial date, after any relaxation you can actually prove.

  • You claim a category without a valid certificate: This includes OBC candidates in the creamy layer who apply as OBC.

  • Your date of birth does not match your Class 10 certificate: The application entry is final, so a mismatch can lead to rejection.

  • You need an eligibility certificate and cannot obtain it: This applies to candidates who are not Indian citizens.

Admission to the RT is provisional. Your claims are checked against your documents later in the process, so a candidate who clears the RT can still be rejected if a condition is not met.

Application Fee and Documents

Category

Application fee

UR, OBC and EWS (male)

Rs. 25

Women, SC, ST, PwBD

Nil

The fee is payable online by card, UPI or internet banking. Keep these documents ready, since UPSC can ask for them at the interview stage:

  • Age proof: Class 10 certificate or mark sheet showing date of birth.

  • Qualification proof: Degree certificate or final mark sheet.

  • Category proof: SC, ST, OBC (non-creamy layer) or EWS certificate in the prescribed format.

  • Disability or service proof: If you claim PwBD, ex-servicemen or government-employee relaxation.

Next Steps Once You Are Eligible

Once eligibility is settled, the next step is understanding the paper. The Recruitment Test is a two-hour, 300-mark objective test with negative marking, followed by a 100-mark interview.
