HPSC HCS Eligibility 2026: Age, Qualification, Relaxation
HPSC HCS eligibility 2026 depends on three things: a Bachelor's degree completed by the closing date, an age within the limit set for your post, and, for reservation and age relaxation, Haryana domicile. The Haryana Public Service Commission (HPSC) set these conditions in Advertisement No. 22/2026, issued on 30 January 2026, for HCS (Executive Branch), DSP, ETO, AETO, Tehsildar and other allied posts.
This page explains the degree rules, the age limit for each post, category-wise age relaxation, DSP physical standards, fee categories and the common reasons candidates become ineligible. The application window for this cycle has closed, so use the figures below as a guide for planning, and recheck every date and limit when the next advertisement arrives.

Educational qualification
Degree requirement
Candidates need a Bachelor's degree in Arts, Science or Commerce, or an equivalent degree recognised by a competent authority. The notification does not restrict the stream, so a graduate from any discipline can apply for any post. There is no minimum percentage mentioned in the summaries of the advertisement, but confirm this in the official PDF.
Cut-off date for the degree
You must hold the degree on or before 26 February 2026, the last date to apply. A certificate issued after the closing date was not accepted for this cycle. If your final result or degree certificate arrived later, you could not rely on it, even if your exams were complete.
Equivalent and other degrees
If your degree is not a standard BA, BSc or BCom, keep the official equivalence order ready. The Commission decides equivalence, and a missing order can cause a problem at document verification, long after you have cleared the written stages.
Age limit
Post | Minimum age | Maximum age |
|---|---|---|
All posts except DSP | 18 years | 42 years |
Deputy Superintendent of Police (DSP) | 18 years | 27 years |
Age is counted as on 1 January 2026 for this cycle. Some pages show a minimum age of 21 years, but the notification summaries we checked give 18 years. Treat 18 as the figure to plan with and read the age clause of the advertisement before you decide.
The gap between the two limits matters when you choose posts. A 30-year-old general category candidate is eligible for HCS, ETO or Tehsildar but not for DSP. That candidate can still be a strong HCS candidate without ever being counted for DSP.
Upper age relaxation
The relaxations below are summarised from the notification. The last column shows the resulting upper age for posts other than DSP, where the base limit is 42 years.
Category | Upper age relaxation | Resulting upper age (other posts) |
|---|---|---|
Scheduled Castes of Haryana | 5 years | 47 years |
Backward Classes of Haryana | 5 years | 47 years |
Persons with Benchmark Disabilities (PwBD) | 5 years | 47 years |
PwBD who are also SC, BC or EWS | 10 years in total, capped at 52 years | 52 years |
Widowed, divorced or unmarried women | 5 years | 47 years |
Ex-servicemen | Length of military service plus 3 years | 42 years plus service plus 3 |
Haryana Government ad-hoc or contract employees | Years of service, capped at 52 years | Up to 52 years |
For DSP, reports say Scheduled Castes and Backward Classes of Haryana also receive 5 years of relaxation, which takes the upper limit from 27 to 32 years. Confirm the exact DSP rule in the advertisement, because it differs from the other posts.
How to work out your own limit
Add your relaxation to the base limit for your post, then compare it with your age on 1 January 2026. For example, an SC candidate of Haryana applying for ETO has a base limit of 42 plus 5, which is 47 years as on that date. Never round your age up or down, and use the date of birth printed on your matriculation certificate.
Nationality, domicile and reservation
Candidates must be Indian citizens. Haryana domicile decides whether you can claim reservation or age relaxation. Candidates from other states may apply, but they are treated as General category applicants and cannot claim those benefits. If you claim reservation, upload a valid Haryana domicile certificate with the category certificate.
The table below shows the category-wise vacancies reported for this cycle. They are indicative, so confirm them in the advertisement.
Category | Vacancies (indicative) |
|---|---|
General | 46 |
Scheduled Castes (DSC 13, OSC 10) | 23 |
Backward Class Block A | 15 |
Backward Class Block B | 7 |
Economically Weaker Section | 11 |
Total | 102 |
The advertisement also lists 5 vacancies for ex-servicemen and 7 for persons with benchmark disabilities. These appear to be counted within the categories above. Adding every figure, including these two, gives 114, which is why some pages still quote 114 vacancies. The six categories above add up to 102, which matches the post-wise total.
Physical standards for DSP
Physical standards apply only to the DSP post, under the Haryana Police Service Rules, 2002. Candidates who clear the written stages also face a Physical Measurement Test and a medical examination.
Candidate | Height | Chest (unexpanded) | Chest (with expansion) |
|---|---|---|---|
Male | 5 feet 7 inches (170.19 cm) | 33 inches (83.82 cm) | 34.5 inches (87.63 cm) |
Female | 5 feet 2 inches (157.50 cm) | Not applicable | Not applicable |
For male candidates, a chest expansion of 1.5 inches (3.81 cm) is mandatory. Measure yourself honestly before you choose DSP as a post preference, because falling short of these numbers ends that preference even if your marks are high.
Attempts and proof of age
Sources report no fixed limit on the number of attempts. You can appear every year as long as you meet the age condition of that cycle. This is different from UPSC, where attempts are capped.
The notification accepts only the matriculation certificate as proof of age. Other documents, such as an Aadhaar card or a passport, do not replace it for this purpose. If the date of birth on your certificate has an error, correct it with your school board well before the next advertisement.
Application fee and documents
Category | Fee |
|---|---|
PwBD of Haryana (40 percent or more) | Nil |
SC, BC-A, BC-B, EWS, ESM and women of Haryana | Rs. 250 |
DESM (Unreserved) | Rs. 1,000 |
All others | Rs. 1,000 |
The fee is paid online only and is not refundable under any circumstances. For the application steps and the latest dates.
Documents you need
Always: Recent photograph and signature, degree and mark sheets, Aadhaar card and the matriculation certificate.
For reservation: Haryana domicile certificate and a valid SC, BC or EWS certificate.
Where applicable: Ex-serviceman certificate, PwBD certificate, experience certificate and a No Objection Certificate, for example for Haryana Government employees.
Which post suits which candidate
Post | Age band (General) | Extra condition | Who it suits |
|---|---|---|---|
HCS (Executive Branch) | 18 to 42 | None beyond degree | Candidates aiming at district administration |
DSP | 18 to 27 | Physical standards, measurement test and medical | Younger candidates who meet the physical norms |
ETO and AETO | 18 to 42 | None beyond degree | Candidates interested in excise and taxation |
Tehsildar and Naib Tehsildar (Apprentice) | 18 to 42 | None beyond degree | Candidates interested in revenue administration |
ARCS, DFSC and DFSO | 18 to 42 | None beyond degree | Candidates open to cooperative and food supply roles |
You choose post preferences at the Mains application stage, and the merit list considers them. A candidate who is ineligible for DSP can still rank for every other post in the same merit list.
Eligibility conditions at later stages
Meeting the application conditions only opens the door. Each later stage adds its own condition, and missing one removes you from the process.
Prelims to Mains: You need at least 33 marks out of 100 in CSAT, and your Paper I marks must reach the category-wise shortlist.
Mains to interview: You need 45 percent aggregate in Mains and 33 percent in each of English and Hindi.
Interview and verification: The Commission checks originals of your degree, marks sheets, category and domicile certificates against the form you submitted.
DSP only: The Physical Measurement Test and medical examination follow the written stages.
Common mistakes with age and category claims
Claiming a category without a valid certificate: The SC, BC or EWS certificate must be latest and valid for the cycle.
Using the wrong reference date: Age is counted as on 1 January 2026, not on the date you apply or the exam date.
Assuming relaxation is automatic: It depends on category, domicile and, for ex-servicemen and employees, documented service.
Stacking relaxations: The notification caps the combined limit at 52 years for the groups it names, so adding every benefit together is not allowed.
Trusting old pages: Several websites still show a 21-year minimum age or an earlier cycle's limits, so verify against the advertisement.
Planning for the next cycle
The Commission publishes a fresh advertisement for each cycle, and the age reference date, degree deadline and vacancies can change. Use this time to fix what you can control: finish your degree and collect the certificate, correct any date of birth error on your matriculation certificate, obtain or renew your Haryana domicile and category certificates, and, if you are targeting DSP, check your height and chest measurements. Keep scanned copies of everything in one folder, because the portal asks for uploads within a short window.
Who is not eligible
Degree not complete by the closing date: A result or certificate issued after 26 February 2026 was not accepted.
Over the age limit: Candidates above the limit for their post and category, as on 1 January 2026, cannot apply.
Relaxation claimed without Haryana domicile: Candidates from other states are treated as General category.
DSP without the physical standards: Missing the height or chest standard rules out the DSP post.
Unsigned or incomplete forms: Applications without a signature are rejected, and no corrections are allowed after final submission.
How to check your own eligibility
Check the degree date: Confirm that your degree result and certificate carry a date on or before the closing date.
Calculate your age: Use the matriculation date of birth and the age reference date in the advertisement.
Add your relaxation: Pick the correct category and add it to the base limit for your post.
Match your domicile: Keep the Haryana domicile and category certificates valid and current.
Compare with the next notification: Dates, limits and fees can change from one advertisement to the next, so read the official PDF on hpsc.gov.in before you apply.
