OSSC CGL Eligibility 2026: Age Limit, Qualification and Odia Requirement
OSSC CGL eligibility rests on five conditions: a Bachelor's degree, the right age on the reference date, computer proficiency, knowledge of Odia, and Indian citizenship with good character. The Odisha Staff Selection Commission sets these in each advertisement for the Combined Graduate Level Recruitment Examination (CGLRE), and some posts add their own conditions.
This page explains each condition as it applied in CGLRE-2025 (Advertisement No. 5751/OSSC dated 12 December 2025), including age relaxation, the Odia language proof OSSC accepts, and the common reasons applications are rejected at certificate verification. Several figures below come from published summaries of the advertisement, so read them alongside the official PDF before you apply in the next cycle.
Table of Contents
OSSC CGL Eligibility
Criterion | Requirement (CGLRE-2025) |
|---|---|
Educational qualification | Bachelor's degree in any discipline from a recognised university |
Computer proficiency | Working knowledge of internet, email, word processing, data analysis and presentation; specific certificates for some posts |
Age limit | 21 to 42 years as on 1 January 2025 (as reported) |
Age relaxation | 5 years for SC, ST, SEBC and women; 10 years for PwD; ex-servicemen as per rules |
Language | Ability to read, write and speak Odia, with documentary proof |
Nationality | Citizen of India |
Attempts | No limit stated; you can apply while you are within the age limit |
Educational Qualification
You need a Bachelor's degree in any discipline from a university recognised by law. Arts, science, commerce, engineering and other streams are all accepted for the general posts. A B.A., B.Sc, B.Com or B.Tech degree works equally well, unless the advertisement names a specific subject for a particular post.
Final-Year Students
The advertisement fixes a date by which you must hold the qualification. In most OSSC graduate-level advertisements, this is the last date of the online application. If your final result is not declared by that date, you are usually not eligible for that cycle. Check the exact wording in the next notification, because this rule decides many final-year applications.
Equivalent and Distance Degrees
Degrees through distance or open universities are generally accepted if the university and the programme are recognised by the relevant regulators. Keep proof of recognition ready if your degree is from an open university, as it may be asked for at certificate verification.
Computer Proficiency Requirement
Every CGL post expects working computer skills. The CGLRE-2025 advertisement, as summarised by multiple sources, lists proficiency in internet use, email, word processing, data analysis and presentation.
For some posts, especially Auditor posts, a formal computer qualification is required. OSSC issued Notice No. 5813/OSSC on 19 December 2025, as reported, clarifying that the OS-CIT course of the Odisha Knowledge Corporation Limited is accepted as a valid computer qualification for posts such as Common Cadre Auditor. Other accepted certificates reported for Auditor posts include PGDCA and NIELIT O Level.
Situation | What to do |
|---|---|
You have a degree with computer science or computer applications as a subject | Check whether the advertisement accepts this in place of a separate certificate |
You hold a recognised computer course certificate | Confirm it is on the accepted list for your target post |
You have no formal computer certificate | You may still apply for posts that need only working knowledge, but you must pass the Computer Skill Test where it applies |
Do not confuse the computer qualification with the Computer Skill Test. The qualification is an eligibility condition checked at certificate verification. The CST is a separate qualifying test in the exam.
OSSC CGL Age Limit
For CGLRE-2025, the age limit was reported as 21 to 42 years as on 1 January 2025. In practice this means:
Category | Born on or after | Born on or before |
|---|---|---|
UR (no relaxation) | 2 January 1982 | 1 January 2004 |
This date-of-birth window is our own calculation from the reported limits and reference date. Confirm the exact dates printed in the advertisement for your cycle, as OSSC may change the reference date.
Why the Upper Limit Is 42
In 2025 the Odisha government amended its rules on the upper age limit for state government jobs, raising it to 42 years for most civil posts. Uniformed services with physical tests have separate limits. Older pages that show 38 years as the upper limit refer to earlier rules, so follow the current advertisement.
Age Relaxation by Category
Category | Upper age relaxation | Upper age with relaxation |
|---|---|---|
SC | 5 years | 47 years |
ST | 5 years | 47 years |
SEBC | 5 years | 47 years |
Women (all categories) | 5 years | 47 years |
Persons with disabilities | 10 years | 52 years |
Ex-servicemen | As per Odisha government rules | Depends on service rendered |
Do not assume that relaxations add up. A woman candidate from the SC category, for example, should not count on 10 years unless the advertisement says so. Check how combined relaxations are treated before you rely on more than five years.
Only candidates who belong to Odisha's reserved categories, with certificates issued by the competent Odisha authority, get category relaxation. Candidates from other states apply as UR.
Odia Language Requirement
This is the condition that most often surprises candidates. You must be able to read, write and speak Odia, and you must prove it with one of the following, as reported from the advertisement:
Middle School: Passed the Middle School examination with Odia as a language subject.
HSC: Passed the High School Certificate examination with Odia as the medium of examination in non-language subjects, or with Odia as a language.
Class VII or above: Passed a final examination of Class VII or a higher class with Odia as a language subject from a school or institution recognised by the Odisha government.
Odia test: Passed a test in Odia at Middle English School standard conducted by the School and Mass Education Department of Odisha.
Mains Paper I also tests Odia directly, with 50 of its 100 questions in Odia. Even if you meet the documentary condition, plan serious preparation for this part of the exam.
Nationality, Character and Other Conditions
Citizenship: You must be a citizen of India. Candidates from other states may apply, but they need the Odia language proof and apply without Odisha category benefits.
Character: You must have good character. Police verification follows selection, and pending criminal cases can affect appointment.
Marital status: Candidates with more than one living spouse are not eligible, as per Odisha service rules reported in summaries of the advertisement.
Medical fitness: You must be physically and mentally fit to perform the duties of the post.
Post-wise Conditions to Check
Because CGL is a combined exam, eligibility can differ slightly by post. Before you fill in the post preference form, match each post against its conditions.
Post group | Extra condition to check |
|---|---|
Auditor posts (Common Cadre, Local Fund, Co-operative and others) | Recognised computer qualification; must pass the Mathematics Test and the CST |
Junior Assistant and Junior Clerk | Must pass the Computer Skill Test |
Inspector of Supplies, Estate Supervisor, Block Social Security Officer | Must pass the Computer Skill Test |
Junior Correctional Officer | Check the advertisement for any post-specific standards |
Posts reserved for women | Only women candidates are considered for those seats |
This table reflects CGLRE-2025 as reported. Post lists and conditions change between cycles, so treat it as indicative.
Who Is Not Eligible
Under-age or over-age candidates: Anyone outside the age window after allowed relaxation.
Result pending after the cut-off date: Final-year students whose degree result comes after the date fixed in the advertisement.
No valid Odia proof: Candidates who cannot produce one of the accepted Odia documents.
Wrong category claim: Candidates who apply in a reserved category without a valid Odisha certificate lose the benefit and may be rejected.
Unrecognised degree: Degrees from institutions that are not recognised.
Debarred candidates: Anyone debarred by OSSC or another commission for misconduct during the debarment period.
Eligibility in Common Situations
Most eligibility doubts fall into a few repeat situations. The answers below follow the CGLRE-2025 conditions as reported; the final word is always the advertisement for your cycle.
Situation | Likely position | What to check |
|---|---|---|
Graduate from another state who studied Odia up to Class VII | Eligible as UR if the Odia condition is met | That the school was recognised by the Odisha government or the certificate shows Odia as a subject |
Candidate who completed Class 10 in an English-medium school without Odia | Not eligible unless another Odia proof is held | Whether you can clear the state government's Odia test before the cut-off date |
Woman candidate from the SEBC category aged 45 | May be eligible with relaxation | How the advertisement treats combined relaxation for women and SEBC |
Candidate working in a state government office | Can apply if otherwise eligible | Any no-objection or intimation rule for serving employees |
Engineering graduate | Eligible, as any discipline is accepted | Post-wise conditions if you prefer Auditor posts |
Candidate who appeared in CGLRE-2025 but was not selected | Can apply again in the next cycle | Your age on the new reference date |
How to Check Your Eligibility Step by Step
Download the advertisement: Get the official PDF for the current cycle from the OSSC website, not a copy from another site.
Calculate your age: Work out your age on the reference date printed in the advertisement, then add only the relaxation your category certificate supports.
Check your degree date: Confirm that your degree result was declared before the cut-off date for holding the qualification.
Match your Odia proof: Find the exact certificate that shows Odia as a subject or medium, and keep it with your HSC certificate.
List target posts: For each post you want, note the extra conditions, including computer certificates and qualifying tests.
Fill the form carefully: Enter names, dates and categories exactly as in your certificates, since any mismatch shows up at certificate verification.
If any step leaves you unsure, read the relevant clause of the advertisement and the FAQ section on the OSSC website before you pay the fee. Correcting a wrong claim after the edit window closes is usually not possible.
Documents Needed to Prove Eligibility
Eligibility is checked in detail only at certificate verification, after the exams are over. A wrong claim at the application stage can therefore cost you a selection you have already earned. Keep these ready:
Document | Proves |
|---|---|
HSC (Class 10) certificate | Date of birth and, where relevant, Odia language |
Degree certificate and mark sheets | Educational qualification |
Computer course certificate | Computer qualification for posts that require it |
Caste certificate from an Odisha authority | SC, ST or SEBC status |
Disability certificate | PwD status and percentage of disability |
Discharge certificate | Ex-servicemen status |
Photo identity proof | Identity |
Candidates absent from certificate verification have their candidature rejected, as stated in the CGLRE-2025 CV notice. Track the OSSC notifications page for CV dates and the list of documents for each phase.
Application Fee Summary
Category | Fee (GLRE-2025) |
|---|---|
UR and SEBC | Rs. 500, reported as refundable to candidates who appear in the exam |
SC, ST and PwD | Nil |
Fees and exemptions can change in a new advertisement. The official advertisement and the instructions to apply online are available on the OSSC advertisements page.
