KVS Senior Secretariat Assistant Eligibility 2025: Age, Qualification and Experience
KVS Senior Secretariat Assistant eligibility is stricter than for most clerical exams. A degree alone is not enough: you also need three years of regular service in a Level 2 clerical post in the Central Government or one of its autonomous bodies. For the 2025 cycle, CBSE conducted the recruitment for KVS under Recruitment Notification 01/2025. All conditions, including age, were checked as on 4 December 2025, the closing date of the online application.
This page sets out each condition in plain terms: qualification, service experience, the age limit and category relaxations, nationality, and the most common reasons candidates are found ineligible. Check every point before you apply, because eligibility is verified again at document verification.

Educational Qualification
You need a bachelor's degree in any discipline from a recognised university or institute, or an equivalent qualification. The notification does not set a minimum percentage for SSA. Your degree result must be declared by the cut-off date, and you should hold the mark sheets and degree or provisional certificate for document verification.
Service Experience
This is the condition that rules out most applicants. The notification asks for:
Post held: Junior Secretariat Assistant, Lower Division Clerk or an equivalent post.
Pay level: Level 2 of the pay matrix (Rs. 19,900 to Rs. 63,200).
Employer: The Central Government or a Central Government autonomous body.
Length and type: At least 3 years of regular service, completed by the cut-off date.
The 2025 wording refers only to Central Government and Central autonomous bodies. Earlier advertisements used broader wording, so do not rely on an older cycle's rules. If your service is in a state government, a PSU or on a contract basis, confirm with the official notification whether it counts before you apply.
Age Limit and Relaxation
Candidates must be at least 18 and not more than 30 years old as on 4 December 2025. The relaxations below apply to the upper age limit.
Category | Upper age relaxation |
|---|---|
SC/ST | 5 years |
OBC (Non-Creamy Layer) | 3 years |
PwBD | 10 years (General), 13 years (OBC), 15 years (SC/ST) |
Central Government employees with 3 years' continuous service in the same or allied cadre | 5 years (General), 8 years (OBC), 10 years (SC/ST) |
Regular KVS employees | 5 years (General), 8 years (OBC), 10 years (SC/ST) |
KVS employees with disability | An additional 5 years over the PwBD relaxation |
Ex-servicemen | 3 years (General), 6 years (OBC), 8 years (SC/ST) after deducting military service |
No stacking: Relaxations do not add up. Only the single highest applicable concession is given.
No relaxation for women: The age relaxation for women in the notification does not extend to SSA.
Why the service relaxation matters: Because every SSA candidate already has 3 years of Central Government service, many eligible candidates can use the service-based relaxation. Check that your service is in the same or an allied cadre.
Nationality and Other Conditions
Nationality: Only Indian nationals can apply.
Category certificates: The OBC (NCL) certificate must be dated between 1 January 2025 and the last date of application. EWS candidates need an income and asset certificate valid on the closing date. SC, ST and ex-servicemen certificates must be in the prescribed format.
PwBD candidates: The post is identified as suitable for several categories of disability, including low vision, hard of hearing and specified locomotor disabilities. Carry a UDID card and the prescribed disability certificate.
Hindi and English: A working knowledge of both is part of the essential qualification.
Who Is Not Eligible
Fresh graduates: Without 3 years of qualifying service, you cannot apply, however strong your degree.
Service in the wrong pay level: Experience in a post below Level 2, or in an unrelated cadre, may not be accepted.
Service completed after the cut-off date: The 3 years must be complete by the closing date, not by the exam date.
Over-age candidates without a valid relaxation: If you are over 30 and cannot show the certificate for a relaxation, your candidature can be cancelled at any stage.
Fee and Documents
General, OBC and EWS candidates paid Rs. 1,200 as the examination fee plus a Rs. 500 processing fee. SC, ST, PwBD and ex-servicemen candidates paid only the Rs. 500 processing fee. For documents, keep your degree, a service certificate from your employer showing post, pay level and period, your category certificate and a photo ID ready. Fee details and application steps are on the KVS Senior Secretariat Assistant overview page.
