KVS Senior Secretariat Assistant Syllabus 2025: Tier 1 and Tier 2 Guide
The KVS Senior Secretariat Assistant syllabus has two parts. Tier 1 is a common screening paper for non-teaching posts, testing reasoning, numeric ability, computer literacy, general knowledge and language. Tier 2 is a post-specific subject knowledge paper on the service rules, pay, accounts and office procedures that an SSA handles every day. CBSE conducted the 2025 exam for KVS under Recruitment Notification 01/2025 and released the Tier 2 syllabus with the notification.
This page lists all 21 official Tier 2 units for SSA, explains what Tier 1 covers, and gives a study order. It also flags what has changed from the older single-test pattern, which many pages still show.

Key Changes to Know
Two tiers, not one: The 2022-23 SSA exam was a single computer-based test conducted by KVS. In 2025, CBSE ran a Tier 1 screening paper and a Tier 2 subject paper.
Merit from Tier 2 only: Tier 1 marks are used only to shortlist candidates in a 1:10 ratio. The final merit list uses Tier 2 marks alone.
Descriptive questions added: Tier 2 has 10 descriptive questions worth 40 marks, so you must be able to write on the rules, not just recognise them.
Pension Rules 2021: The syllabus refers to the Pension Rules 2021 and the National Pension System. Older material based on the earlier pension rules is out of date.
Older pages may still show a single paper with separate English and Hindi sections, so follow the 2025 notification.
KVS SSA Tier 1 Syllabus
CBSE names the Tier 1 sections and sets the level at graduation, but it does not publish a detailed topic list for each one. The topics below are a working checklist based on the section names and the usual scope of such papers. Treat them as guidance, not as an official list.
Section | Topics to cover | Start with |
|---|---|---|
General Reasoning | Analogy, classification, series, coding-decoding, blood relations, direction sense, syllogism, seating arrangement, non-verbal reasoning | Series and coding-decoding |
Numeric Ability | Number system, simplification, percentage, ratio, average, profit and loss, simple and compound interest, time and work, data interpretation | Percentage and ratio |
Basic Computer Literacy | Computer fundamentals, operating systems, MS Office (Word, Excel, PowerPoint), internet and email, shortcut keys, basic cyber security | MS Office and shortcuts |
General Knowledge | Current affairs, Indian polity, history, geography, economy, general science, government schemes, education-related bodies | Last 6 to 8 months of current affairs |
Language Competency | Grammar, vocabulary, comprehension and usage in English, and in the Modern Indian Language you chose in the form | Reading comprehension and error spotting |
Each Tier 1 section carries 60 marks. Since the shortlisting is competitive, a weak section can cost you a Tier 2 seat even though Tier 1 marks are not part of the final merit.
KVS SSA Tier 2 Syllabus (Official Units)
The official non-teaching syllabus released with the 2025 notification lists the units below for Senior Secretariat Assistant. The same units cover both the objective and the descriptive parts. They are grouped here by theme to make planning easier.

|---|---|---|---|
Numeric work | Percentage, ratio, interest | Pay fixation, income tax, cash book | Arithmetic practice helps with Tier 2 calculations |
Language | English and one Indian language | Noting, drafting and descriptive answers | Clear writing serves both stages |
Computer | Basic Computer Literacy | GeM procurement under GFR 2017 | Learn the GeM process alongside computer basics |
General Knowledge | Government schemes, polity | Rajbhasha implementation | Note official language provisions once for both |
Is There an Interview or Skill Test Syllabus?
No. The 2025 notification has no interview and no skill or typing test for SSA. Selection ends with Tier 2, so all your subject preparation should go into the 21 units above.
