Rajasthan VDO Eligibility: Age Limit, Qualification and CET Rules
Rajasthan VDO eligibility has four parts: a graduation degree, a computer qualification from an approved list, a qualified CET Graduation Level result, and an age between 18 and 40 years with relaxations. The Rajasthan Staff Selection Board (RSSB) applies all four at the application and document verification stages for the Gram Vikas Adhikari post.
The rules below are from the latest completed cycle, Advertisement 03/2025, which fixed the age reference date as 1 January 2026 and accepted only CET Graduation Level 2024 qualifiers. The next notification may change the CET year and the dates, so this page separates the rules that usually stay the same from those that are specific to one cycle. Use it to check your eligibility before you invest a year in preparation.

Educational Qualification
You need a graduation degree from a university established by law in India, or a qualification the government recognises as equivalent. The 2025 notification did not restrict the stream, so arts, commerce, science, engineering and other graduates can all apply.
Points to Check
Recognised university: The degree must be from a university set up under a central or state law, or a deemed university, or an institution recognised for this purpose. Distance and open university degrees are accepted only if the university is recognised to award them.
Result date: Your graduation result must be declared by the date the notification fixes. Final-year students should read this clause carefully before applying.
CET link: The CET Graduation Level also requires graduation, so most candidates meet this condition at the CET stage itself. Make sure the degree details in your CET and VDO applications match.
Computer Qualification
A computer qualification is compulsory, because a VDO maintains panchayat records and scheme data on government portals. The 2025 notification accepted any one of the following.
Qualification | Awarding body |
|---|---|
O Level or a higher certificate course | DOEACC Society, now NIELIT, under the Government of India |
COPA or DPCS certificate | National or State Council for Vocational Training |
Diploma in Computer Science or Computer Applications | A university established by law in India or a recognised institution |
RS-CIT (Rajasthan State Certificate Course in Information Technology) | Conducted in Rajasthan through RKCL |
A degree in computer science or computer applications can also meet the requirement where the notification says a higher qualification in the same field is acceptable. Check the exact wording, and keep the original certificate ready for document verification.
CET Graduation Level Requirement
The Common Eligibility Test (CET) Graduation Level is a screening exam that RSSB conducts for several graduate-level posts, including Gram Vikas Adhikari. Only candidates who qualify the CET can apply when the VDO notification comes out.
How the CET Works for VDO
Take the CET: Apply when RSSB releases the CET Graduation Level notification and sit the exam.
Reach the qualifying score: Reports on the 2026 CET put the minimum at 40 percent for most categories and 35 percent for SC and ST candidates. Confirm the exact rule in the CET notification.
Apply for VDO: When the VDO notification is out, apply with your CET details. The VDO notification decides which CET result it accepts.
Merit from the VDO paper only: Your CET score makes you eligible but is not added to your VDO marks.
CET Timeline to Watch
CET | Status |
|---|---|
CET Graduation Level 2024 | Result released on 12 February 2025; accepted for the VDO 2025 cycle |
CET Graduation Level 2026 (Notification 09/2026) | Applications held from 4 July to 2 August 2026; exam rescheduled to 16 to 18 January 2027 (tentative) |
Reports also say the state has extended CET score validity to three years from the result date. If you qualified an earlier CET, check whether it is still accepted when the next VDO notification is published.
Rajasthan VDO Age Limit
For the 2025 cycle, candidates had to be at least 18 years old and not older than 40 years as on 1 January 2026. The reference date is the first of January following the last date of application, and it will move forward with the next notification.
Because RSSB had not held this recruitment in the previous three years, the 2025 notification gave every candidate an additional one-time 3-year relaxation in the upper age limit, on top of category relaxations. This one-time relaxation is specific to that cycle; the next notification will say whether it applies again.
Effective Upper Age in the 2025 Cycle
Candidate | Base limit plus category relaxation | With one-time 3 years (indicative) |
|---|---|---|
General men | 40 years | 43 years |
General women | 45 years | 48 years |
SC, ST, OBC, MBC, EWS men of Rajasthan | 45 years | 48 years |
SC, ST, OBC, MBC, EWS women of Rajasthan | 50 years | 53 years |
The last column adds the one-time relaxation to the category limit and is indicative. Check the notification for how relaxations combine and for any overall cap.
Age Relaxation by Category
Category | Upper age relaxation |
|---|---|
Men of SC, ST, OBC (non-creamy layer), MBC (non-creamy layer) and EWS of Rajasthan | 5 years |
Women of the General category | 5 years |
Women of SC, ST, OBC (non-creamy layer), MBC (non-creamy layer) and EWS of Rajasthan | 10 years |
All candidates, 2025 cycle only | Additional one-time 3 years |
Widows and divorced women | As per Rajasthan government rules stated in the notification |
Ex-servicemen | As per Rajasthan government rules stated in the notification |
Persons with disabilities | As per Rajasthan government rules stated in the notification |
Category relaxations apply only to candidates who belong to Rajasthan and hold a valid category certificate in the prescribed format. Candidates from other states apply as General category candidates.
Horizontal Reservation
Separate from age relaxation, the notification reserves posts horizontally for women (including sub-quotas for widows and divorced women), ex-servicemen, persons with disabilities and other groups. These reservations decide which seats you compete for and appear in the category-wise cut-off list.
Nationality, Language and Other Conditions
Nationality: You must be a citizen of India. Read the notification for any other categories it allows.
Domicile for reservation: Reservation and age relaxation for SC, ST, OBC, MBC and EWS apply only to bona fide residents of Rajasthan.
Language: Working knowledge of Hindi written in Devanagari script and knowledge of Rajasthani culture are required.
Character and health: Candidates must meet the conduct and medical conditions set out in the service rules and the notification.
Scheduled Area posts: TSP posts follow the reservation rules for the scheduled area. Read the notification to see who is eligible to be counted for TSP seats.
Who Is Not Eligible
No qualified CET: Candidates who did not qualify the CET accepted by that notification cannot apply, however strong their degree.
No approved computer certificate: A private computer course outside the approved list does not count.
Result not declared in time: A degree result declared after the date fixed in the notification makes the application invalid.
Over age: Candidates above the upper limit after all applicable relaxations.
Category without a valid certificate: Without a valid certificate, the candidate is treated as General, which can push them below the cut-off.
What May Change in the Next Notification
As of early November 2026, RSSB has not released a new Gram Vikas Adhikari notification. When it does, read these clauses first, because they are the ones most likely to differ from 2025.
Accepted CET: Whether the notification accepts CET Graduation Level 2024, CET Graduation Level 2026, or both, depending on score validity.
Age reference date: The date on which your age is counted, usually the 1 January after the last date of application.
One-time relaxation: Whether the additional 3-year relaxation given in 2025 is repeated.
Computer qualification list: Whether any certificate is added to or removed from the approved list.
Fee: Whether candidates already registered under OTR need to pay again.
Unofficial vacancy figures for the next cycle circulate in the media, but eligibility should be judged only from the published notification.
How Eligibility Is Checked at Each Stage
RSSB allows you to apply and sit the exam on the basis of what you declare in the online form. The real check happens later, which is why a wrong claim can cost a selection after a high score.
Stage | What is checked | Common problem |
|---|---|---|
CET application | Graduation status and basic details | Name or date of birth not matching certificates |
VDO application | CET qualification, computer qualification, category, age | Claiming a computer course that is not on the approved list |
Application-cum-scrutiny form | Uploaded documents for every claim made in the form | Missing the scrutiny window, which in 2025 was 22 to 28 December 2025 |
Document verification | Original certificates and their validity | Expired or wrong-format category certificate |
RSSB stated in 2025 that no later chance would be given to candidates who missed the scrutiny form. Treat every deadline after the result as final.
Eligibility Checklist Before You Apply
Degree: Do you hold a graduation degree from a recognised university, with the result declared by the required date?
Computer certificate: Do you have one of the approved qualifications, with the certificate in hand rather than pending?
CET: Have you qualified the CET Graduation Level that the notification accepts, and is your scorecard saved?
Age: On the reference date, are you at least 18 and within the upper limit after the relaxations that apply to you?
Category: Is your category certificate in the Rajasthan format and valid for the period the notification requires?
SSO and OTR: Are your SSO ID and one-time registration details correct and matching your certificates?
If any answer is no, fix it before the notification is out. Computer certificates and category certificates can take weeks to obtain.
