UPSC CSE Eligibility 2027: Age Limit, Attempts & Qualification
Before you plan a year or more of preparation, check whether you can sit for the exam at all. The UPSC CSE eligibility criteria cover five things: nationality, age, educational qualification, number of attempts and physical standards. A mistake in any one of them can cancel your candidature, even after you clear the Prelims.
The Union Public Service Commission sets these rules in the Civil Services Examination Rules and the yearly Examination Notice. This page follows Examination Notice No. 05/2026-CSE dated 4 February 2026, the latest official notice, which is available on upsc.gov.in. The 2027 notice is scheduled for 13 January 2027 in the Commission's annual calendar and may change some rules, so figures taken from the 2026 notice are labelled as such.
UPSC CSE Eligibility Criteria at a Glance
Criterion | Requirement (2026 notice) |
|---|---|
Nationality | Citizen of India for IAS, IFS and IPS; wider options for other services |
Minimum age | 21 years on 1 August of the exam year |
Maximum age | Below 32 years for General and EWS, with relaxations for other categories |

Medical and physical standards | As per Appendix III of the CSE Rules, checked in the medical examination the Government prescribes |
Nationality Required for UPSC CSE
Your nationality decides which services you can be allotted. For the Indian Administrative Service, the Indian Foreign Service and the Indian Police Service, you must be a citizen of India. For the other services, the notice allows these candidates as well:
Subjects of Nepal or Bhutan: They can apply for the other services.
Tibetan refugees: Those who came to India before 1 January 1962 with the intention of settling permanently.
Persons of Indian origin: Those who migrated from Pakistan, Burma, Sri Lanka or the listed East African countries and Vietnam with the intention of settling in India.
Candidates who are not citizens of India need a certificate of eligibility from the Government of India. They can be admitted to the exam without it, but an offer of appointment is made only after the certificate is issued.
UPSC CSE Age Limit
Minimum and Maximum Age
You must have turned 21 and must not have turned 32 on 1 August of the exam year. For the 2026 exam, that meant a date of birth between 2 August 1994 and 1 August 2005. If the 2027 notice keeps the same rule, the window would shift to 2 August 1995 through 1 August 2006. Treat that as an expectation until the notice is out.
The date of birth that counts is the one printed in your Matriculation or Secondary School Leaving Certificate, or an equivalent certificate. Horoscopes, affidavits, birth extracts from a municipal body and service records are not accepted. Once a date of birth is entered in your UPSC profile, it cannot be changed for this or any later UPSC exam.
Age Relaxation by Category
Category | Upper age relaxation |
|---|---|
Scheduled Caste and Scheduled Tribe | Up to 5 years |
OBC who are eligible for reservation | Up to 3 years |
Defence personnel disabled in operations and released as a result | Up to 3 years |
Ex-servicemen, including ECOs and SSCOs with at least 5 years of military service and released as the notice specifies | Up to 5 years |
ECOs and SSCOs whose initial 5-year assignment was extended, with a certificate from the Ministry of Defence | Up to 5 years |
Persons with Benchmark Disability (PwBD) | Up to 10 years |
A candidate who belongs to SC, ST or OBC and also qualifies as an ex-serviceman or a person with benchmark disability gets both relaxations added together. Except for these cases, the age limit cannot be relaxed under any circumstances.
Maximum Age by Category
The table below adds the relaxations to the base limit of 32. In every case, you must not have attained the age shown on 1 August of the exam year.
Category | Must not have attained |
|---|---|
General and EWS | 32 years |
OBC | 35 years |
SC and ST | 37 years |
PwBD (General and EWS) | 42 years |
PwBD (OBC) | 45 years |
PwBD (SC and ST) | 47 years |
Ex-servicemen (General) | 37 years |
Ex-servicemen (OBC) | 40 years |
Ex-servicemen (SC and ST) | 42 years |
These figures are our own arithmetic from the official relaxation rules, so check your own case against the notice before you rely on them.
Educational Qualification for UPSC CSE
The basic requirement is a graduate degree from a university set up by an Act of Parliament or a State legislature, a deemed university under the UGC Act, or an equivalent qualification. UPSC does not ask for a particular subject or a minimum percentage, so graduates of any stream can apply.
Final-year students: If you have appeared in your final exam and are waiting for the result, or you intend to appear, you can sit for the written exam. If you qualify for the interview, you must produce proof of passing within the time limit set in the Rules.
Valid proof of passing: A degree certificate, final mark sheet or provisional degree certificate issued after the result is declared.
Professional and technical degrees: Qualifications that the Government recognises as equivalent to a professional or technical degree are accepted.
MBBS and similar degrees: A candidate who has passed the final professional exam but has not finished the internship is provisionally admitted. The original degree or a completion certificate is needed at the interview stage. Proof of internship is also required for BDS and veterinary science degrees.
Exceptional cases: The Commission may admit a candidate without these qualifications if an exam passed at another institution is judged to be of a suitable standard.
The test is the type of institution, not the mode of study. If you are unsure whether your university or degree qualifies, confirm with UPSC before you apply, because the Commission's decision on eligibility is final.
Number of Attempts Allowed
Category | Attempts |
|---|---|
General | 6 |
EWS | 6 |
OBC | 9 |
SC and ST | Unlimited, within the age limit |
PwBD (General, EWS and OBC) | 9 |
PwBD (SC and ST) | Unlimited, within the age limit |
These numbers are further limited by Rule 12 of the Civil Services Rules, 2026. Four points decide whether an attempt is counted:
An attempt at the Prelims counts as an attempt at the Civil Services Examination.
If you actually appear in even one Prelims paper, it counts as an attempt.
If you apply but do not appear, no attempt is used.
An attempt stays counted even if your candidature is cancelled or you are disqualified later.
Age and attempts are separate gates. An SC candidate with unlimited attempts must still be within the age limit, and a general candidate with attempts left stops being eligible once the age limit is crossed.
Restrictions on Applying
The notice lists extra restrictions for candidates who are already in service through an earlier exam:
IAS or IFS officers: If you were appointed through an earlier exam and are still a member of that service, you cannot appear in the current exam. If you are appointed after the Prelims, you cannot appear in the Mains. If you are appointed after the Mains begins but before the result, you will not be considered for any service on that result.
IPS officers: If you have been selected or appointed to the IPS through an earlier exam, you cannot opt for or be allotted the IPS again.
IPS and Group A allottees of the current exam: You can appear in the next exam if you take a one-time exemption from joining training and join only the Foundation Course. You cannot appear in the exam after that unless you resign from the allocated service.
Allottees from CSE 2025 or earlier: The 2026 notice gives a one-time chance to appear in either CSE 2026 or CSE 2027 without resigning.
Medical and Physical Standards
Candidates must meet the medical and physical standards laid down in Appendix III of the CSE Rules. The Government prescribes a medical examination, and its result decides whether you can be appointed to a service. Standards are set service by service, so read Appendix III for the services you plan to list in your preferences.
Persons with benchmark disability must also meet the suitable disability categories and functional requirements of the service they are allotted. The 2026 notice identifies 19 services as suitable for PwBD candidates, covering locomotor disability, blindness and low vision, deaf and hard of hearing, and multiple disabilities.
Reservation Rules That Affect Eligibility
OBC candidates: You need a Non-Creamy Layer certificate based on the income for FY 2022-23, 2023-24 and 2024-25, issued on or after 1 April 2025 and not later than the closing date of the application form (24 February 2026 for the 2026 exam).
EWS candidates: You need an income and asset certificate based on FY 2024-25, with the same issue-date condition.
Change of category: A request to move from the unreserved category to a reserved one is not entertained, and a candidate who chose one reserved category cannot change to another. A reserved-category candidate who qualified every stage on the general standard may claim an unreserved vacancy.
Documents to Keep Ready
UPSC checks original documents only after you qualify for the interview, but the Common Application Form needs supporting documents earlier. Missing documents can cancel your candidature.
Matriculation or equivalent certificate for date of birth.
Degree certificate, final mark sheet or provisional certificate.
Category certificate (SC, ST, OBC-NCL, EWS) in the prescribed format.
Disability certificate, if you claim PwBD benefits.
Ex-servicemen documents, if you claim that relaxation.
One photo ID (Aadhaar, voter card, PAN, passport or driving licence).
A recent photograph and three signatures on plain white paper in black ink.
UPSC CSE 2027 Eligibility
The 2027 notice is scheduled for 13 January 2027, with the Prelims scheduled for 23 May 2027 in the annual calendar. UPSC has kept the core rules stable across recent notices: 21 to 32 years for general candidates, six attempts, and a graduate degree. Still, details such as the reference date, certificate dates and service-specific rules are reset each year. Start your document checks now, and read the 2027 notice in full on the day it is released.
Check Your Eligibility: Two Quick Examples
These examples assume the 2027 notice repeats the 1 August 2027 reference date, so treat them as illustrations.
OBC candidate born on 10 March 1993: On 1 August 2027 the candidate is 34 years and 4 months old, below the OBC limit of 35. The candidate is within the age limit and can apply if attempts remain.
General candidate born on 15 July 1995: On 1 August 2027 the candidate is 32 years and 17 days old. The candidate has attained 32 and is not eligible.
Eligibility Mistakes That Cost Candidates
Submitting the form with a wrong detail and hoping to fix it later. Withdrawal and corrections are not allowed after submission, and a wrong claim can lead to disciplinary action by the Commission.
Using an age proof other than the Matriculation certificate.
Forgetting that appearing in one Prelims paper uses an attempt.
Applying with an OBC or EWS certificate issued outside the permitted dates.
Not producing proof of passing the degree within the time limit after qualifying for the interview.
To meet the UPSC CSE eligibility criteria, you need the right nationality for your target service, a graduate degree, an age within the limit for your category and attempts left. Verify each condition against the official notice on upsc.gov.in and apply only at upsconline.nic.in.
