UPSC CSE Exam Pattern 2027: Prelims, Mains & Interview
The UPSC CSE exam pattern has three stages: an objective Prelims that screens candidates, a descriptive Mains that carries most of the merit marks, and a Personality Test that completes the final list. The Union Public Service Commission sets this scheme in its Examination Notice, and it has stayed stable across recent cycles.
This page follows the stages in the order you will face them, covering papers, marks, duration, negative marking, optional subjects and the interview. It ends with a time strategy built on those numbers. Figures follow Examination Notice No. 05/2026-CSE, the latest official notice, and may be refreshed when the 2027 notice is released in January 2027 as per the annual calendar. Details the notice does not print, such as question counts, are labelled as recent-year patterns.

Personality Test: A board assesses your suitability for a career in public service.
UPSC Prelims Exam Pattern
Paper | Questions | Marks | Per question | Duration | Role |
|---|---|---|---|---|---|
General Studies Paper I | 100 (recent years) | 200 | 2 | 2 hours | Decides Mains shortlisting |
General Studies Paper II (CSAT) | 80 (recent years) | 200 | 2.5 | 2 hours | Qualifying, 33% minimum |
Both papers are objective with four options per question and are held on the same day, one in the morning and one in the afternoon. In recent years the sessions have run from 9:30 am to 11:30 am and from 2:30 pm to 4:30 pm. Question papers are set in Hindi and English. You must appear in both papers, because skipping either one disqualifies you.
The Commission shortlists candidates using two conditions: at least 33 per cent in Paper II, and a qualifying score in Paper I that it decides each year. About 12 to 13 times the number of vacancies are called for the Mains. Prelims marks do not count towards your final rank, and the Commission releases marks and cut-offs only after the whole cycle ends.
Negative Marking in the UPSC Prelims
Situation | Paper I | Paper II (CSAT) |
|---|---|---|
Correct answer | +2 | +2.5 |
Wrong answer | -0.66 (one-third of 2) | -0.83 (one-third of 2.5) |
More than one option marked | Treated as wrong, -0.66 | Treated as wrong, -0.83 |
Left blank | No penalty | No penalty |
Here is how it works in practice. If you answer 60 questions correctly and 20 wrongly in Paper I, you score 120 minus 13.2, which is 106.8. A blind guess among four options roughly breaks even, while removing two options first makes the guess worth taking. The Mains and the interview have no negative marking.
UPSC Mains Exam Pattern
Paper | Subject | Marks | Nature |
|---|---|---|---|
Paper A | Compulsory Indian language | 300 | Qualifying, 25% minimum |
Paper B | English | 300 | Qualifying, 25% minimum |
Paper I | Essay | 250 | Counted |
Papers II to V | General Studies I to IV | 250 each | Counted |
Papers VI and VII | Optional subject, Papers 1 and 2 | 250 each | Counted |
Total counted for merit | 1,750 |
Each paper lasts three hours, and all are conventional essay type. The two language papers act as a filter: the other seven papers are evaluated only if you score 25 per cent in both.
Qualifying Language Papers
Papers A and B are of Matriculation standard. They test whether you can read serious prose and express ideas clearly, through comprehension passages, precis writing, usage and vocabulary, and short essays. The Indian language paper also includes translation between English and that language. Paper A is not compulsory for candidates from Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Sikkim.
Essay and General Studies Papers
In recent years the Essay paper has asked for two essays, one from each of two sections. The four General Studies papers cover distinct areas.
Paper | Main areas |
|---|---|
General Studies I | Indian heritage and culture, world history and geography, society |
General Studies II | Governance, constitution, polity, social justice, international relations |
General Studies III | Economy, agriculture, science and technology, environment, security, disaster management |
General Studies IV | Ethics, integrity and aptitude, with case studies |
In recent papers each General Studies paper has had 20 questions, mostly of 10 and 15 marks. The full topic list is on the UPSC CSE syllabus page.
Medium of Writing
Question papers, other than literature papers, are set in Hindi and English only. You can answer the Essay, General Studies and optional papers in English or any language from the Eighth Schedule. If you choose an Indian language for the main papers, you can still write the optional papers in English. Papers A and B must be answered in the respective language.
UPSC Optional Subjects
You choose one optional subject, studied in two papers of 250 marks each. The level is broadly honours degree, and bachelor's level for engineering, medical science and law. The notice lists 25 subjects plus the literature of any one of 23 languages. Your choice is fixed in the application form and cannot be changed later.
Group | Subjects |
|---|---|
Humanities and social sciences | Anthropology, Commerce and Accountancy, Economics, Geography, History, Law, Management, Philosophy, Political Science and International Relations, Psychology, Public Administration, Sociology |
Sciences | Botany, Chemistry, Geology, Mathematics, Medical Science, Physics, Statistics, Zoology |
Agriculture and allied | Agriculture, Animal Husbandry and Veterinary Science |
Engineering | Civil, Electrical and Mechanical Engineering |
Literature | Literature of any one of 23 listed languages |
UPSC Personality Test Pattern
The interview carries 275 marks with no minimum qualifying score, and about twice the number of vacancies are called. A board that has your Detailed Application Form assesses your suitability through a purposeful conversation rather than a cross-examination. Expect questions on:
Personal background: Your education, work, hobbies, home state and the choices in your form.
Current affairs: National and international issues of importance.
Socio-economic issues: Matters affecting the country or your own region.
Situations and opinions: Decision-making scenarios and views that test analysis and integrity.
The board looks at mental alertness, balance of judgement, clarity of expression, leadership and moral integrity, not subject knowledge that was already tested in writing.
Final Merit Calculation
Component | Maximum | Example score |
|---|---|---|
Essay, GS I to IV, Optional 1 and 2 | 1,750 | 900 |
Personality Test | 275 | 180 |
Total | 2,025 | 1,080 |
The example scores are hypothetical and only show the arithmetic. Prelims marks and the two qualifying language papers are not added. Services are allotted by rank and your stated preferences.
How to Use the Pattern: Time Strategy
Paper | Time per question | Approach |
|---|---|---|
Prelims Paper I | About 1.2 minutes | First pass on sure answers, second pass on questions where you can remove two options, last ten minutes for the OMR sheet |
CSAT | About 1.5 minutes | Start with comprehension, leave heavy numeracy for later |
Mains GS papers | About 9 minutes | Read all questions first, begin with the ones you can answer fully |
Treat CSAT as a gate: You need 66 marks out of 200. At 2.5 marks a question, 30 correct and 10 wrong answers give only about 66.7, so a thin margin is risky.
Plan Mains writing early: The Mains carries about 86 per cent of the 2,025 merit marks, so practise timed answers from the first month.
Guard the language papers: They add no merit marks, but a score below 25 per cent in either stops the rest from being checked.
